Yes, there's no easy tactical solution here. I think without a shield wall that holds/deterrs a rush, it seems like injuries and arrests likely will happen. One thing I wonder about is just the idea of simply not trying to "hold ground" or continue towards a cop line certain situations if there's is not a strong and organized shield wall. This wouldn't necessarily mean the grp "dispersing" or "giving up" but going in a different direction, keeping the cops moving, and perhaps the grp keeps moving while under less threat of attack, orsgnization of a shield wall/ fortified line can begin to emerge that eventually hold....
