*दोस्तो, साथियो!*
चुनावों में ईवीएम के इस्तेमाल की मौजूदा व्यवस्था पर सन्देह की गन्ध पूरे देश की हवा में भर चुकी है। यह बेवजह नहीं है। चुनाव आयोग की सफ़ाइयों और आश्वस्तियों पर अब यक़ीन करने वाले विरले ही मिलते हैं।
*बेरोज़गारी, महँगाई, शिक्षा, चिकित्सा, आवास आदि बुनियादी सवालों पर मोदी सरकार फ़ेल है।* इसी वजह से वह नये सिरे से साम्प्रदायिक आधार पर आम आबादी को बाँटने का काम कर रही है। लेकिन इसके बावजूद वह आने वाले चुनावों में जीत को लेकर आश्वस्त नहीं है। साम्प्रदायिक फ़ासिस्ट भाजपा सरकार की जनविरोधी नीतियों के विरुद्ध देश के तेरह राज्यों में तीन महीने तक चलने वाली भगतसिंह जनअधिकार यात्रा के दौरान हम सभी ने शिद्दत के साथ यह बात महसूस की कि मोदी सरकार की जनविरोधी नीतियाँ देश को विनाश के ज्वालामुखी की ओर धकेलती जा रही हैं। उसकी नीतियों के ख़िलाफ़ नब्बे प्रतिशत मेहनतकश जनता और बहुसंख्यक आम मध्यवर्गीय आबादी के बीच पूरे देश में सुलगती हुई आग एक विस्फोटक शक़्ल अख़्तियार करने की ओर आगे बढ़ रही है। हाल में कुछ राज्यों के विधानसभा चुनावों के नतीजों ने चुनावों में ईवीएम के द्वारा धाँधली के उस व्यापक सन्देह को और अधिक गहरा बना दिया है जो विशेषकर 2019 के आम चुनावों के बाद से ही गोदी मीडिया और विराट भाजपाई प्रचारतन्त्र की हरचन्द कोशिशों के बावजूद देशव्यापी चर्चा का एक विषय बन चुका था। *आज इस बात के स्पष्ट तथ्य और तर्क मौजूद हैं कि क्यों ईवीएम से होने वाले चुनाव क़तई भरोसे के क़ाबिल नहीं हैं।*
आज ईवीएम के ज़रिये आम नागरिकों के सबसे बुनियादी जनवादी अधिकारों में से एक पर, यानी एक पारदर्शी चुनाव में वोट डालकर अपने प्रतिनिधि को चुनने के जनवादी अधिकार पर, एक अन्धेरगर्दी भरी डाकाज़नी की रही है। इसलिए ईवीएम के विरुद्ध संगठित जनसंघर्ष की अविराम मुहिम चलाना हमारी बेहद ज़रूरी फ़ौरी ज़िम्मेदारी है। यह हर उस नागरिक की ज़िम्मेदारी है जो हमारे रहे-सहे, अतिसीमित जनवादी अधिकारों की हिफ़ाज़त को लेकर चिन्तित है।
हालत यह है कि इस मसले पर *केन्द्रीय चुनाव आयोग (केचुआ)* की बोदी सफ़ाइयों पर, देश की न्यायपालिका पर, गोदी मीडिया के प्रचारों पर व्यापक जनता का बहुलांश अपना भरोसा खो चुका है। भाजपा व मोदी सरकार जिस तरह ईवीएम हटाने की माँग को हठधर्मी तरीक़े से बार-बार नकार रहे हैं और वोटर को मिलने वाली रसीद के साथ सौ प्रतिशत वीवीपैट वेरीफ़िकेशन की माँग को भी नज़रन्दाज़ कर रहे हैं, उससे जनता का ईवीएम पर शक़ और भी पुख़्ता हो गया है। *मोदी सरकार के रवैये से साफ़ ज़ाहिर है कि दाल में कुछ काला नहीं है, बल्कि पूरी दाल ही काली है।*
यह सच है कि मात्र ईवीएम के हटने से ही यह व्यवस्था आम जनता के सच्चे प्रतिनिधियों के हाथों में नहीं आ जायेगी और जनता का वास्तविक लोकतन्त्र बहाल नहीं हो जायेगा। पूँजी की सत्ता के समूल नाश के साथ ही यह सम्भव है और यह लड़ाई यक़ीनन एक लम्बी लड़ाई है। लेकिन फिर भी मौजूदा व्यवस्था में एक पारदर्शी जनवादी चुनाव हमारा बुनियादी अधिकार है। *इतिहास बताता है कि जनवादी अधिकारों की ज़मीन पर खड़े होकर ही जनता अपने तमाम आर्थिक व सामाजिक अधिकारों और अन्तत: व्यवस्था परिवर्तन की लड़ाई ज़्यादा बेहतर तरीक़े से लड़ सकती है। इसीलिए ईवीएम हटाकर एक पारदर्शी चुनाव प्रक्रिया को सुनिश्चित करना हमारे लिए बेहद ज़रूरी है।*
निस्सन्देह, चुनावों में पूँजी के खेल को समाप्त करने के लिए छोटे निर्वाचक मण्डलों के निर्माण, ‘राइट टू रीकॉल’ समेत कई महत्वपूर्ण बुनियादी ढाँचागत बदलावों के लिए लड़ना होगा। इलेक्टोरल बॉण्ड को असंवैधानिक घोषित करते हुए उस पर आला अदालत द्वारा प्रतिबन्ध लगाया जाना एक स्वागतयोग्य क़दम है। लेकिन धन्नासेठों द्वारा चुनावों को धनबल से प्रभावित करने के और भी सैकड़ों रास्ते हैं। एक मुनाफ़ाकेन्द्रित व्यवस्था में चुनावों में धनबल की गहरी दख़ल होती ही है। इससे मौजूदा व्यवस्था के दायरे में पूर्णत: निजात पायी ही नहीं जा सकती। यह दीगर बात है कि मोदी सरकार के कार्यकाल में पैसे का यह खेल इलेक्टोरल बॉण्ड के द्वारा नग्न और अश्लील तौर पर हो रहा था और इसलिए मौजूदा व्यवस्था के दूरगामी हितों को ध्यान में रखते हुए आला अदालत को इस पर कुछ क़दम उठाने पड़े। *लेकिन फ़ौरी तौर पर जनता के लिए जो सबसे ज्वलन्त मुद्दा है, वह है ईवीएम हटाकर बैलट पेपर से चुनाव कराने का मुद्दा।*

एक बात साफ़ है कि मौजूदा चुनावी व्यवस्था में पारदर्शिता लाने के लिए ईवीएम व्यवस्था को हटाकर बैलट पेपर की व्यवस्था को फिर से लागू करना या वोटर को उसके वोट की पर्ची के साथ सौ प्रतिशत वीवीपैट वेरीफ़िकेशन को लागू करवाना सबसे अहम फ़ौरी सवाल है। *यह मौजूदा व्यवस्था में हमारे सबसे अहम जनवादी अधिकार की हिफ़ाज़त का सवाल है।*
देश के कई जाने-माने वकील, अवकाशप्राप्त न्यायाधीश, विधिवेत्ता, चुनाव विशेषज्ञ और विपक्षी पार्टियाँ ईवीएम की विश्वसनीयता पर लगातार सवाल उठाती रही हैं, लेकिन गोदी मीडिया की कृपा से उनकी बातें आम लोगों तक नहीं पहुँच पातीं। दूसरी ओर, चुनाव आयोग की बेहद कमज़ोर व अविश्वसनीय सफ़ाइयों का जमकर प्रचार किया जाता है। बुनियादी सवालों को नज़रों से ओझल कर दिया जाता है। *ऐसे में, व्यापक अभियान के ज़रिये सच्चाई को जन-जन तक पहुँचाने और ईवीएम हटाने के लिए व्यापक जनान्दोलन संगठित करने के अतिरिक्त और कोई भी रास्ता बचा नहीं रह जाता।*
ईवीएम के ख़िलाफ़ 2001 से (यानी यह व्यवस्था लागू होने के भी पहले से) 2017 तक कई राज्यों के हाई कोर्टों और सुप्रीम कोर्ट में कई याचिकाएँ दाख़िल हुईं। लेकिन चुनाव आयोग के थोथे-बेमानी तर्कों को स्वीकार करते हुए अदालतों ने यह कहकर इन्हें ख़ारिज कर दिया कि चुनाव आयोग की विश्वसनीयता पर सन्देह नहीं किया जा सकता *(क्यों?)*। सुप्रसिद्ध न्यूज़ वेबसाइट ‘द वायर’ ने अपने पाँच किस्तों में प्रकाशित लेख ‘इण्डिया ब्लैकबॉक्स्ड’ में ईवीएम पर भी विस्तार से कई वाजिब तकनीकी सवाल उठाये। ‘मिशन सेव कांस्टीट्यूशन’ के महमूद प्राचा, भानु प्रताप सिंह आदि ने, सुप्रीम कोर्ट के वकील प्रशान्त भूषण ने, कई जाने-माने क़ानून विशेषज्ञों ने ईवीएम की सन्दिग्धता के कारणों पर कई बार तथ्यों और तर्कों सहित लिखा और बोला है। लेकिन सरकार और चुनाव आयोग ने इसपर कभी ध्यान नहीं दिया। अभी भी महमूद प्राचा आदि द्वारा दायर एक याचिका सुप्रीम कोर्ट में विचाराधीन है, लेकिन उसकी सुनवाई करने वाली बेंच से चीफ़ जस्टिस चन्द्रचूड़ ने अपने को अलग कर लिया है, जो अपने आप में शक़ पैदा करने वाला मामला है।
*----- ईवीएम पर भरोसा क्यों नहीं किया जा सकता? -----*
आइये समझते हैं कि ईवीएम पर क्यों भरोसा नहीं किया जा सकता। इस पर्चे के अलावा इस विषय में विस्तार में तर्कों और तथ्यों को जानने के लिए BSJAY की इस विषय पर पुस्तिका को भी पढ़ें।
1. दुनिया के अधिकांश वैज्ञानिक-तकनीकी विशेषज्ञों की राय है कि किसी भी इलेक्ट्रॉनिक मशीन को मैनिपुलेट करना या उसके ज़रिये परिणामों में हेरा-फेरी करना नामुमकिन क़तई नहीं है। *रिटायर्ड जस्टिस लोकुर के नेतृत्व में गठित जस्टिस लोकुर कमेटी की रिपोर्ट भी साफ़ शब्दों में कहती है कि ईवीएम-वीवीपैट सिस्टम को कई तरह से मैनिपुलेट किया जा सकता है।*
2. *ईवीएम पर सबसे पहले भारतीय जनता पार्टी ने ही सवाल उठाया था।* पार्टी के एक नेता *जी वी एल नरसिंहा राव* ने 2010 में ‘डेमोक्रेसी ऐट रिस्क, कैन वी ट्रस्ट अवर इलेक्ट्रॉनिक मशीन’ शीर्षक एक पुस्तक लिखी थी जिसकी प्रस्तावना *लालकृष्ण आडवाणी* ने लिखी थी। उसमें तेलुगू देशम के एन. *चन्द्रबाबू नायडू* का एक सन्देश भी छपा था जो आज भाजपा-नीत गठबन्धन में शामिल हो चुके हैं। ईवीएम-विरोधी कई तथ्यों और तर्कों के साथ इस पुस्तक में *वोटिंग सिस्टम के एक्सपर्ट स्टैनफर्ड विश्वविद्यालय के डेविड डिल* के इस कथन का भी हवाला दिया गया है कि ईवीएम का इस्तेमाल सुरक्षित और चूकरहित क़तई नहीं हो सकता। पुस्तक में उस मामले का भी उल्लेख है जब *हैदराबाद के एक टेक एक्सपर्ट हरिप्रसाद* ने मिशीगन यूनिवर्सिटी के *प्रोफेसर हाल्डरमैन* और डच प्रौद्योगिकी कार्यकर्ता *गोंगग्रीप* के साथ मिलकर ईवीएम को हैक करने का दावा किया था और इन तीनों ने अपनी केसस्टडी पर एक पेपर भी प्रकाशित किया था। *यह प्रयोग किसी डमी पर नहीं, बल्कि एक वास्तविक ईवीएम पर किया गया था और सिद्ध किया गया था कि मशीनों में दो तरीक़ों से हेर-फेर किया जा सकता है। जवाब में सरकार ने क्या किया? हरिप्रसाद को तुरन्त अज्ञात स्रोत से वास्तविक ईवीएम की चोरी के आरोप में गिरफ़्तार कर लिया गया! लेकिन हरिप्रसाद के दावों का कोई जवाब नहीं दिया गया!* हरिप्रसाद ने अपना प्रयोग दूसरी पीढ़ी के ईवीएम ‘एम-2’ पर किया था। अब उनका दावा है कि उन्हें मौक़ा दिया जाये तो वह तीसरी पीढ़ी के मौजूदा ईवीएम ‘एम-3’ को भी हैक करके दिखा सकते हैं। लेकिन हरिप्रसाद की बार-बार दी गयी चुनौतियों पर चुनाव आयोग कोई जवाब नहीं देता और रहस्यमयी चुप्पी बनाये रखता है।

2. *ईवीएम पर सबसे पहले भारतीय जनता पार्टी ने ही सवाल उठाया था।* पार्टी के एक नेता *जी वी एल नरसिंहा राव* ने 2010 में ‘डेमोक्रेसी ऐट रिस्क, कैन वी ट्रस्ट अवर इलेक्ट्रॉनिक मशीन’ शीर्षक एक पुस्तक लिखी थी जिसकी प्रस्तावना *लालकृष्ण आडवाणी* ने लिखी थी। उसमें तेलुगू देशम के एन. *चन्द्रबाबू नायडू* का एक सन्देश भी छपा था जो आज भाजपा-नीत गठबन्धन में शामिल हो चुके हैं। ईवीएम-विरोधी कई तथ्यों और तर्कों के साथ इस पुस्तक में *वोटिंग सिस्टम के एक्सपर्ट स्टैनफर्ड विश्वविद्यालय के डेविड डिल* के इस कथन का भी हवाला दिया गया है कि ईवीएम का इस्तेमाल सुरक्षित और चूकरहित क़तई नहीं हो सकता। पुस्तक में उस मामले का भी उल्लेख है जब *हैदराबाद के एक टेक एक्सपर्ट हरिप्रसाद* ने मिशीगन यूनिवर्सिटी के *प्रोफेसर हाल्डरमैन* और डच प्रौद्योगिकी कार्यकर्ता *गोंगग्रीप* के साथ मिलकर ईवीएम को हैक करने का दावा किया था और इन तीनों ने अपनी केसस्टडी पर एक पेपर भी प्रकाशित किया था। *यह प्रयोग किसी डमी पर नहीं, बल्कि एक वास्तविक ईवीएम पर किया गया था और सिद्ध किया गया था कि मशीनों में दो तरीक़ों से हेर-फेर किया जा सकता है। जवाब में सरकार ने क्या किया? हरिप्रसाद को तुरन्त अज्ञात स्रोत से वास्तविक ईवीएम की चोरी के आरोप में गिरफ़्तार कर लिया गया! लेकिन हरिप्रसाद के दावों का कोई जवाब नहीं दिया गया!* हरिप्रसाद ने अपना प्रयोग दूसरी पीढ़ी के ईवीएम ‘एम-2’ पर किया था। अब उनका दावा है कि उन्हें मौक़ा दिया जाये तो वह तीसरी पीढ़ी के मौजूदा ईवीएम ‘एम-3’ को भी हैक करके दिखा सकते हैं। लेकिन हरिप्रसाद की बार-बार दी गयी चुनौतियों पर चुनाव आयोग कोई जवाब नहीं देता और रहस्यमयी चुप्पी बनाये रखता है।
3. *सन्देह पैदा करने वाला एक बहुत बड़ा सवाल यह भी है कि ईवीएम बनाने वाली कम्पनी ‘भारत इलेक्ट्रॉनिक्स लिमिटेड’ के निदेशक के रूप में भाजपा के चार पदाधिकारी और नामांकित व्यक्ति काम कर रहे हैं।* ऐसे में ईवीएम का प्रयोग सीधे ही शक़ के घेरे में आ जाता है। लेकिन इस सवाल पर चुनाव आयोग और मोदी सरकार बिल्कुल चुप हैं। इसी से जुड़ा एक सनसनीखेज़ मुद्दा यह है कि *निर्माण स्थल से चुनाव आयोग तक पहुँचने के बीच कुछ उन्नीस लाख ईवीएम मशीनें “ग़ायब” हो गयीं! ऐसा भला कैसे हो सकता है? बिना सरकारी मशीनरी की मिलीभगत के यह असम्भव है।* इनके दुरुपयोग का सन्देह इस तथ्य से और भी पक्का हो जाता है कि विगत चुनावों के दौरान ईवीएम मशीनों से लदी भाजपाइयों या सरकारी अधिकारियों की कई गाड़ियाँ आम लोगों और विभिन्न विपक्षी दलों के कार्यकर्ताओं द्वारा पकड़ी जा चुकी हैं। इसके बावजूद सुप्रीम कोर्ट ने 15 मार्च को ईवीएम की जाँच के लिए डाली गयी याचिका को यह कहकर ख़ारिज कर दिया कि ऐसी याचिकाओं को वह नहीं सुन सकता क्योंकि हर पद्धति के कुछ सकारात्मक व नकारात्मक होते हैं! *यह किस प्रकार की दलील है? निश्चित ही हर पद्धति के सकारात्मक व नकारात्मक होते हैं, किसी में समय व धन कम तो किसी में ज़्यादा लगता है, लेकिन अगर किसी पद्धति में नकारात्मक यह है कि वोटिंग में ही घोटाला कर किसी एक पार्टी को जिताया जा रहा है, तो क्या उस पद्धति की जाँच की याचिका को सुना नहीं जाना चाहिए?*
4. *इस तथ्य की भी क़तई अनदेखी नहीं की जा सकती कि एकाध अपवाद को छोड़कर विकसित पश्चिमी देशों सहित दुनिया के अधिकांश देश आज चुनावों में ईवीएम का इस्तेमाल नहीं करते।* कई देश ईवीएम का इस्तेमाल करके बैलेट पेपर पर वापस जा चुके हैं। कई देशों की न्यायपालिका विस्तृत जाँच के बाद ईवीएम के इस्तेमाल को सन्दिग्ध, अविश्वसनीय और अवैधानिक घोषित कर चुकी है।
5. *ग़ौरतलब है कि स्वायत्तशासी निकायों सहित जिन भी चुनावों में बैलेट पेपर से चुनाव हुए, उनमें से अधिकांश में भाजपा के उम्मीदवारों को हार का मुँह देखना पड़ा।* चण्डीगढ़ के मेयर चुनाव में भाजपा की हार भी यही दिखाती है। साथ ही, कई राज्यों में हुए हालिया विधानसभा चुनावों में पोस्टल बैलेटों में भाजपा अक्सर ही हारती नज़र आयी।
6. इस बात के पक्ष में भी अब पर्याप्त तथ्य और तर्क आ चुके हैं कि वीवीपैट की जोड़ी गयी व्यवस्था भी ईवीएम को सन्देहमुक्त नहीं बनाती। *स्वयं भाजपा नेता सुब्रह्मण्यम स्वामी और कई विपक्षी नेताओं ने बार-बार यह माँग उठायी कि वीवीपैट से निकली पर्ची मैच कराने के लिए हर वोटर को भी मिलनी चाहिए और इसे एक दूसरे बॉक्स में डालना चाहिए। इसके बाद इसकी गिनती करके ईवीएम के नतीजों से मिलान कराया जाना चाहिए, लेकिन चुनाव आयोग ने इसपर बिल्कुल कान नहीं दिया। क्यों?* मतदान से पहले उम्मीदवारों के जनप्रतिनिधियों के सामने ‘मॉक इलेक्शन’ कराया जाता है और 50 वोट डलवाकर हर मशीन की भरोसेमन्दी की जाती है। लेकिन ईवीएम मशीनों का अल्गोरिदम इस तरह सेट किया जा सकता है कि 500 या हज़ार वोट पड़ चुकने के बाद हर दूसरा या तीसरा वोट कमल या निर्धारित चुनाव चिह्न को ही जाये, बटन चाहे जो भी दबाया जाये। अगर ईवीएम बनाने की प्रक्रिया में ही भाजपाइयों को घुसा दिया गया हो, तो सोचिये, भला यह क्यों नहीं सम्भव है? भाजपा वाले कहते हैं कि अगर ईवीएम घोटाला होता तो भाजपा हर जगह जीतती, कहीं भी नहीं हारती। यह बकवास है। *ज़ाहिर है कि हर सीटों पर यह काम करने की मूर्खता नहीं की जायेगी और इस तिकड़म का सिर्फ़ वहीं इस्तेमाल किया जायेगा जहाँ काँटे की टक्कर हो और हार-जीत का अन्तर कम रहा करता हो।* यह अनुमान भी सहज बोध से ही लगाया जा सकता है कि सत्तारूढ़ पार्टी या गठबन्धन ईवीएम की विश्वसनीयता बनाये रखने के लिए कुछ विधानसभा चुनावों में ईवीएम-धोखाधड़ी का इस्तेमाल न करे और उनमें से कुछ हार भी जाये (ऐसे राज्यों में भी भाजपा अक्सर चुनावों के बाद धनबल और ईडी छापेमारी आदि की धमकियों से विधायक तोड़कर, सरकारें गिराकर अपनी सरकारें बना लेती है)। *साफ़ है कि ईवीएम की विश्वसनीयता पर उठे सवाल अपनी जगह पर जस के तस बने रहते हैं।*
बैलेट पेपर की प्रक्रिया में अधिक समय और अधिक धन लगाने का सरकारी और भाजपाई तर्क निहायत बेमानी है। किसी सरकार के चुनाव में पारदर्शिता और जनता का विश्वास सबसे बड़ी चीज़ है। *इस देश में अकेले नेताओं की अतिसुविधा, विलासिता और सुरक्षा पर तथा विशाल नौकरशाही पर जितना अकूत धन ख़र्च होता है, वहाँ चुनाव जैसी महत्वपूर्ण प्रक्रिया पर कुछ अधिक धन और कुछ अधिक समय ख़र्च हो जाने से कोई फ़र्क़ नहीं पड़ता।*

*आगामी चुनावों के नतीजे चाहे जो भी हों, इससे ईवीएम की विश्वसनीयता नहीं सिद्ध होती।* सत्ता में चाहे फ़ासिस्टों का गठबन्धन आये या अन्य पूँजीवादी चुनावी पार्टियों का, जबतक ईवीएम हटाकर बैलेट पेपर की व्यवस्था बहाल न की जाये तबतक चुनावों की पारदर्शिता पर भरोसा नहीं किया जा सकता है। जनता को ईवीएम हटाने के लिए संघर्ष चलाना होगा और इसे मज़बूत एवं व्यापक बनाते जाना होगा। अगर हम ऐसा करने से चूकते हैं तो यह एक बड़ी राजनीतिक भूल होगी। अगर नंगी धाँधली भरे चुनावी नतीजों के बाद देशव्यापी उग्र जनउभार की सम्भावना से घबराकर भाजपा इसबार ईवीएम की धाँधलेबाजी न करके दूसरे हथकण्डों का इस्तेमाल करे और यहाँ तक कि किसी आपवादिक स्थिति में अपनी हार भी स्वीकार करने को बाध्य हो जाये, तो भी ईवीएम का इस्तेमाल सन्देह से परे नहीं माना जाना चाहिए। किसी सत्तारूढ़ दल को इसका इस्तेमाल करने का मौक़ा नहीं मिलना चाहिए। यह भी नहीं भूलना चाहिए कि साम्प्रदायिक फ़ासिस्ट भाजपा अगर चुनाव हारती है, तो भी तृणमूल स्तर पर संघ की मशीनरी अपने जनविरोधी साम्प्रदायिक प्रचार को जारी रखेगी और असुरक्षा और अनिश्चितता से तंग आम जनता को साम्प्रदायिक उन्माद से बहकाकर फिर से सत्ता पर कब्ज़ा करने का प्रयास जारी रखेगी। उसको फ़ैसलाकुन शिकस्त देने की लड़ाई एक लम्बी लड़ाई है। लेकिन धोखाधड़ी और फ़रेब का कम से कम एक महत्वपूर्ण हथियार तो उसके हाथ से छीन ही लिया जाना चाहिए: यानी, ईवीएम के ज़रिये चुनाव।

इलेक्टोरल बॉण्ड घोटाले ने भारतीय जनता पार्टी के चाल-चेहरा-चरित्र को एक बार फिर से जनता के सामने नँगा कर दिया है। धन्धे के नाम पर अथवा देश के संसाधनों को लूटने की एवज़ में भाजपा ने कम्पनियों से बेशुमार धन हड़पा है। संस्कारी भाजपा ने माफिया गिरोहों की तर्ज़ पर कम्पनियों के पीछे सीबीआई, ईडी के रूप में अपने गुर्गों को लगाकर इलेक्टोरल बॉण्ड के ज़रिए करोड़ों-अरबों की 'प्रोटेक्शन मनी' भी हासिल की। कहना नहीं होगा कि इलेक्टोरल बॉण्ड घोटाला देश के अब तक के सबसे बड़े घोटालों में से एक साबित होने जा रहा है।
गाय के नाम पर हिन्दू जनता की भावनाओं का दोहन करने वाली भाजपा बीफ़ निर्माता/निर्यातक कम्पनियों से धन दूहने में भी नहीं चूकी। कौन कह सकता है गोमांस निर्यातक कम्पनियों के पैसे को अमित शाह ने चिमटे से काबू किया हो! गोमांस के धन्धे में लगी कम्पनियों से भाजपा पहले भी चन्दा लेने में कुख्यात रही है। दक्षिण व पर्वोत्तर के राज्यों और गोवा में ताज़ा गोमांस उपलब्ध कराने का वायदा करने वाले भाजपा के नेताओं सहित अमित शाह के बयान पहले भी सामने आते रहे हैं। गाय के नाम पर उत्तर भारत की हिन्दू जनता को नफ़रत की आग में झोंकने वाली भाजपा के लिए गाय एक धार्मिक नहीं बल्कि राजनीतिक पशु है। गाय के बहाने से ग़रीब मुसलमानों और दलितों का शिकार करने वाले मोनू-बिट्टू, चिन्टू-मिण्टू जैसों के गिरोह भी अब शान्त हैं। इससे साफ़ पता चलता है कि इन गुण्डा गिरोहों की असलियत संघी-भाजपाई नेताओं की सरपरस्ती में जनता का भाईचारा तोड़कर समाज में अस्थिरता पैदा करना होता है।
देश की जनता भाजपा के गाय प्रेम की असलियत को जितना जल्दी समझ जाये उतना बेहतर हो। भाजपा के नेताओं के बच्चे तो विदेशों में पढ़ते हैं और बड़े धन्धों से लेकर राजनीति सम्भालते हैं लेकिन जनता के बेटे-बेटियों को गोरक्षक बनाकर हत्यारे गिरोहों में तब्दील कर देना चाहते हैं। एक-दूसरे की खान-पान की आदतों और धार्मिक रीतियों का सम्मान करते हुए हमें एक पल के लिए भी अपनी एकता नहीं तोड़नी चाहिए। नफ़रत के इन सौदागरों की भड़काऊ बातों में आये बिना हमें इनसे शिक्षा-रोज़गार-चिकित्सा के हालात और "अच्छे दिनों" के इनके जुमले का हिसाब माँगना चाहिए।

An air of distrust has spread across the country regarding the current system of using Electronic Voting Machines (EVMs) in elections. And this is not without reason. It is rare nowadays to find someone who believes in the clarifications and reassurances offered by the Election Commission in this regard.
*The Modi government has miserably failed on the fundamental questions such as unemployment, inflation, education, healthcare and housing.* This is why it has renewed its efforts of dividing the common masses on the communal basis. However, notwithstanding this, it still is not assured about its victory in the upcoming elections. During the _Bhagat Singh Jan Adhikar Yatra,_ which traversed thirteen states of the country campaigning against the anti-people policies of the communal fascist BJP government, all of us keenly felt that these same anti-people policies of Modi government are edging the entire country towards a breaking point. The simmering discontent among ninety percent of the toiling masses, along with the majority of the common middle-class populace against these policies is progressing towards taking an explosive form. The outcome of recently concluded Vidhan Sabha elections in many states have only deepened the suspicion of fraud and tampering in elections through EVMs, which, despite every possible attempt of the state-sponsored _Godi_ media and BJP’s vast propaganda machinery, had become a subject of countrywide discussion since the 2019 general elections itself. *Today there are clear and compelling facts and arguments against the trustworthiness of elections conducted using EVMs.*
At present one of the most fundamental democratic rights of the common people, that is, the democratic right to elect their representatives by voting in a fair, impartial and transparent election, is being compromised through the EVM. Hence, it is an extremely pertinent immediate responsibility of ours to launch a relentless campaign of organized mass struggle against EVMs. Every conscientious citizen who is concerned about safeguarding our remaining, extremely limited democratic rights must join in this task.
The situation is that the majority of the common masses has lost faith in the lame explanations of the Central Election Commission (CEC), in the country’s judiciary, in the propaganda of Godi media. The BJP and the Modi government’s vehement denial of the demand to remove EVM, along with their indifference to the demand of the hundred percent VVPAT verification along with the voter receipt, is solidifying the suspicion of EVMs among the people. *It is clear from the attitude of the Modi government that there is not just something fishy in the whole affair, but rather everything is questionable.*
It is true that with the mere removal of EVM, this system will not automatically come into the hands of the true representatives of the common masses, and neither will the real democracy of the people be restored. This is possible only with the total destruction of the power of capital, and this fight, certainly, is a long and protracted one. However, it is still our fundamental right to have free, fair and democratic elections in the existing system too. *History tells us that it is only on the ground of democratic rights that the masses can wage the fight for their economic and social rights, and eventually the fight for transformation of the system in a better manner. Hence, it is extremely important for us to ensure that system of holding elections through EVMs is withdrawn and a transparent electoral process is ascertained.*

Undoubtedly, in order to end the play of capital in elections, we must fight for many key, fundamental structural changes like setting up of smaller constituencies, ‘right to recall’ and many others. The Supreme Court declaring electoral bonds unconstitutional and banning funding through it is a welcome step. However, the moneyed and propertied classes have hundreds of other ways to influence the elections with money power. In a profit-driven system, there will, of course, be a deep intervention of money power in elections. There is no absolute relief to be found within the scope of the present system. It is another matter that during Modi Government’s tenure, this rule of money was happening in a naked, obscene manner with the electoral bonds. Hence, keeping the long-term interests of the current system in mind, the Supreme Court had to take some steps to address it. *However, the most immediate, pressing issue for the people at present is that of removing EVMs and conducting elections through ballot paper.*
It is clear that the most immediate question, in order to bring transparency to the present electoral system, is that the system of EVM is removed and the ballot paper system is implemented again, or implementing one-hundred percent VVPAT verification for every voter along with the voter slip. *This is the question of protecting our most valuable democratic right in the current system.*
Many well-known lawyers, retired judges, jurists, election experts, and opposition parties have continuously questioned the reliability of EVM. However, thanks to _Godi_ media, their words never reach the common masses. On the other hand, the Election Commission’s weak, threadbare explanations are publicized heavily. Fundamental questions are pushed out of sight. *In this context, there is no other way left but to take the truth to each and every person through a widespread campaign and to organize a widespread mass movement for removal of EVMs.*
Many petitions have been filed against EVM in the High Courts of many states and Supreme Court since 2001 (before the system even came into place) to 2017. However, the courts accepted the Elections Commision’s redundant and hollow arguments and struck down the complaints saying that the reliability of the Election Commission cannot be questioned *(Why?).* Renowned news website ‘The Wire’ raised many legitimate technical questions about EVMs in detail in their five-part article series ‘India Blackboxed’. Mahmood Pracha, Bhanu Pratap Singh and others of ‘Mission Save Constitution’, Supreme Court lawyer Prashant Bhushan, and many legal experts have written and spoken extensively about the reasons for doubting the reliability of EVMs, supported by facts and arguments. However, the government and Election Commission have never paid heed to this. Even now, a petition filed by Mahmood Pracha and others is pending in the Supreme Court, but the Chief Justice Chandrachud has recused himself from the presiding bench, raising suspicions.
*Why can’t we trust EVMs?*
Let us understand why EVM cannot be trusted. For more detailed facts and arguments, refer to the BSJAY booklet on this topic, in addition to the pamphlet.

Chandrababu Naidu,* who has now joined the BJP-led alliance.

The book also describes the incident when *a tech expert from Hyderabad, Hariprasad,* along with Michigan University’s *Professor Halderman* and Dutch technological activist *Gonggrijp* claimed to hack EVM and the three even published their paper on the case study. *This experiment was not on some dummy, but on a real EVM and it was proven that two kinds of tampering could be done with the machines. What did the government do in response to this? Hariprasad was immediately arrested for theft of a real EVM from an unknown source! But Hariprasad’s claims were never answered!* Hariprasad had conducted his experiment on the second generation EVM ‘M2’. Now he claims that given a chance, he can demonstrate hacking the current EVM ‘M3’ as well. However, the Election Commission does not respond to any of Hariprasad’s repeated challenges and maintains a mysterious silence.
3. *Another big question that raises doubt is that the company that manufactures EVMs, ‘Bharat Electronics Limited’ has four BJP officials and nominees working as directors.* In this context, the use of EVM automatically falls into doubt. However, the Election Commission and Modi government are completely mum on this question. Another sensational matter related to this is that *19 lakh EVM machines went “missing” on the way from the manufacturing site to the Election Commission! How can this even happen? It is impossible without the collusion of the state machinery.* The suspicion of their misuse is only affirmed by the fact that common people and activists of various opposition parties have caught several vehicles of BJP members and government officials laden with EVM machines in past elections. Despite this, the Supreme Court on 15 March struck down the petition for investigation of EVMs on the grounds that they cannot listen to such petitions because every method has some positives and negatives! *What sort of a plea is this? Certainly, every method has positives and negatives, if some take less time and money, others may take more, but if the negative of any method is that it is tampering with the voting process itself and making some party win, then shouldn’t a petition for investigation of this method be heard?*
4. *Another fact that cannot be overlooked is that barring a couple of exceptions, most countries, including developed Western countries, do not use EVMs in their elections today.* Many countries have used EVMs and gone back to ballot paper. The judiciaries of many countries have declared EVM suspicious, unreliable, and unconstitutional after detailed investigation.
5. *It is pertinent to note that, autonomous bodies included, whenever elections have been conducted with ballot paper, BJP candidates had to face defeat in most of them.* BJP’s defeat in the Chandigarh Mayoral elections also shows this. Moreover, BJP often lost in the postal ballots in many states in the recent Vidhan Sabha elections.

There are now sufficient facts and arguments in favour of this fact that even a system of EVM with VVPAT is not free from doubt. *BJP leader Subramanian Swamy himself along with many leaders of opposition have repeatedly raised the demand that every voter must receive the VVPAT slip to match and drop in another box. Then these must be counted and verified against the results of the EVM, but the Election Commission has turned a deaf ear to this. Why?* A ‘mock election’ is conducted in front of representatives of candidates before voting and 50 votes are submitted in each machine for verification. But the algorithm of EVM machines can be set in a manner that after 500 or a thousand votes are registered, every second or third vote would go to the lotus or some determined sign, regardless of which button is pressed.

If BJP members have infiltrated the process of manufacturing the EVMs itself, then imagine, wouldn’t this be possible as well? BJP members argue that if indeed EVM tampering is happening, then BJP should win everywhere and it should never face defeat. This is sheer nonsense. *It is obvious that no one will not commit the folly of doing this on all seats and that this trickery would only be used wherever there is a close competition and the difference between loss and victory is marginal.* We can also guess, from common sense, that to maintain the charade of the reliability of EVM, the ruling party or alliance would not tamper with EVMs in some Vidhan Sabha elections and might even lose some (often in these states too, the BJP, using money power and threats of ED raids, breaks the MLAs, topples the government and forms its own government). *It is clear that the questions raised regarding the reliability of EVM stand their ground.*
The argument of the government and BJP that the process of ballot paper costs more time and more money is an extremely dishonest and ridiculous. The transparency in the process of electing a government and the trust of the people in that process are the key issues at stake here. *In a country where vast amounts of money are spent on the extravagant facilities, luxury and security accorded to the politicians alone as well as on the massive bureaucratic apparatus, there would be no big difference in spending some extra money and some extra time on an essential process such as elections.*
*Regardless of the outcome of the upcoming elections, the reliability of EVMs will not be proven.* Whether the fascist alliance comes to power or any other bourgeois electoral party prevails, until EVMs are removed and the ballot paper system is restored, we cannot trust the transparency of elections. The people will have to struggle to remove EVMs and they will have to work to strengthen and widen this struggle. Failure to do this would be a big political blunder. Even if BJP does not resort to EVM tampering _this time_ out of the fear of the possibility of a countrywide radical mass uprising against the nakedly fraudulent election results, and instead resorts to other tricks, or even is forced to accept its defeat in some exceptional situation, even then we cannot consider the use of EVMs as fool proof. No ruling party should be allowed the opportunity to use them. We must never forget that even if the communal fascist BJP loses the elections, the Sangh’s machinery will continue its anti-people communal propaganda at the grassroot level. It will continue to incite the masses, plagued by insecurity and uncertainty, into a communal frenzy, and strive to reclaim power. The fight for its decisive defeat is a long one. However, at least an important weapon of its fraud and deception must be snatched from it; that is, elections through EVMs.

भारत में 83 प्रतिशत बेरोज़गार हैं युवा!
भाजपा शासन का हर दिन युवाओं के जीवन पर है भारी!
हाल की एक रिपोर्ट के अनुसार भारत में हरेक 100 बेरोज़गारों में से 83 युवा हैं। यह रिपोर्ट 2022 तक के आँकड़े सामने रखती है। 'आईएलओ' (इण्टरनेशनल लेबर ओर्गेनाइजेशन) और 'आइएचडी' (इंस्टीट्यूट ऑफ ह्यूमन डेवलपमेंट) द्वारा जारी किये गये इस सर्वे में और भी कई तथ्य सामने आये हैं। भारत के कुल बेरोज़गारों में पढ़े-लिखे युवाओं की संख्या साल 2000 के मुक़ाबले 2022 तक दोगुनी हो गयी। देश के शिक्षित बेरोज़गारों की संख्या जोकि वर्ष 2000 में 35.2 फ़ीसदी थी वह 2022 में बढ़कर 65.7 फ़ीसदी हो चुकी है। दूसरी ओर असंगठित क्षेत्र के कर्मचारियों ही नहीं बल्कि संगठित क्षेत्र के कर्मचारियों की आय में भी गिरावट देखने को मिली है तथा अकुशल मज़दूरों को न्यूनतम मज़दूरी तक नसीब नहीं होती है।
भारत में बेरोज़गारी की हक़ीक़त हम सभी पहले से ही जानते हैं। अब इस अन्तरराष्ट्रीय पूँजीवादी संस्था द्वारा जारी आँकड़े ही ‘अच्छे दिनों’ के जुमले पर कालिख पोतते नज़र आ रहे हैं। जनता को तो अपने हालात समझने के लिए आँकड़ों की कोई दरकार ही नहीं थी। इसके लिए तो हम भर्तियों में एक-एक पद के पीछे निराश-हताश हज़ारों-लाखों युवाओं की भीड़ को आये दिन देखते ही हैं।
भारत में बढ़ती बेरोज़गारी का कारण फ़ासीवादी मोदी सरकार की पूँजीपरस्त नीतियाँ हैं। वैसे तो पिछली सरकारों और गैर-भाजपा राज्य सरकारों के दौरान भी रोज़गार के हालात कोई बेहतर नहीं थे लेकिन केन्द्र व राज्यों के भाजपा के फ़ासीवादी शासन ने स्थिति को नारकीय बना दिया है। हर साल 2 करोड़ नये रोज़गार पैदा करने का जुमला उछालने वाले मोदी के राज में इस वक़्त तक़रीबन 32 करोड़ लोग बेरोज़गारी का दंश झेल रहे हैं। रोज़गारशुदा लोगों तक भी मन्दी की आँच पहुँच रही है और कई प्रतिष्ठित कम्पनियाँ भी अपने कर्मचारियों की धड़ल्ले से छँटनी कर रही हैं। मोदी सरकार ने खुद यह माना कि इसके कार्यकाल के दौरान 22 करोड़ 5 लाख युवाओं ने केन्द्र की नौकरियों के लिए आवेदन किया और केवल 7 लाख 22 हज़ार को ही नौकरी मिली।
भाजपा के शासन के दौरान उदारीकरण-निजीकरण की नीतियों की मार जनता के ऊपर भयंकर रूप से पड़ रही है। सार्वजनिक क्षेत्र की तमाम कम्पनियों और संस्थानों को बेरोकटोक ढंग से बेचा जा रहा है। इसके परिणामस्वरूप सरकारी नौकरियों में भयंकर कमी आयी है। शिक्षा, स्वास्थ्य, परिवहन, सिंचाई, पेयजल, बिजली समेत तमाम विभागों में लाखों-लाख पद खाली पड़े हुए हैं। भाजपा के राज के नाममात्र की भर्तियाँ निकली हैं। उनमें भी ज़्यादातर पेपर लीक, धान्धलेबाजी और कोर्ट केस का शिकार हुई। देश के युवा रोज़गार के लिए अपनी जान जोख़िम में डालते हुए युद्धरत इज़रायल तक में जाने को तैयार हैं। युवाओं की अत्महत्या के मामले लगातार बढ़ रहे हैं जिसका कारण भी बेरोज़गारी के ख़तरनाक हालात हैं। साल 2017 से 2021 तक के चार सालों के दौरान 7,20,611 लोगों ने आत्महत्या की जिनमें ज़्यादातर छात्र-नौजवान और गरीब लोग शामिल थे। इस सबके बावज़ूद जुमलेबाज़ सरकार विकसित भारत की बीन बजाने में लीन है और जनविरोधी गोदी मीडिया इसकी अभ्यर्थना में लगा हुआ है। फ़ासीवादी भाजपा के निरंकुश शासन का एक-एक दिन छात्रों-युवाओं और आम जनता पर भारी पड़ रहा है।
ऐसे हालात में अपने रोज़गार को सुरक्षित करने के लिए हमारे पास एकजुट संघर्ष का ही रास्ता बचता है। हमें जाति-धर्म के नाम पर बँटवारे की राजनीति करने वाले तमाम संगठनों के झण्डों को धूल में फेंककर रोज़गार-शिक्षा-चिकित्सा आदि हमारे असली हक़-अधिकारों के लिए एकजुट होना चाहिए। हमें संगठित होकर निजीकरण को रोकने, विभागों में खाली पदों को भरने, ठेकेदारी प्रथा समाप्त करने, बेरोज़गारी भत्ता हासिल करने जैसे मुद्दों पर सरकार को घेरना चाहिए। आगामी चुनावों में वोट की भीख माँगने के लिए हमारे दरवाजों पर आने वाले भाजपा नेताओं से हमें पूछना चाहिए कि दो करोड़ रोज़गार के जुमले का क्या हुआ और उन्हें अपने द्वार से उल्टे पाँव भगाना चाहिए। यदि हम एकजुट नहीं हुए तो फ़ासीवादी मोदी सरकार फिर से सत्ता में आयेगी और इसको वही काम करना है जोकि वह कर रही है। मौद्रीकरण और निजीकरण के रूप में अदानी-अम्बानी, टाटा-बिरला की सेवा जारी है। पीएम केयर, इलेक्टोरल बॉण्ड जैसे घोटाले करके धन्नासेठों को देश को लूटने की छूट देकर अपनी तिजोरी भरी जा रही है। लूट और झूठ पर पर्दा डालने के लिए जनता और उसके युवा बेटे-बेटियों को जाति-धर्म-मन्दिर-मस्जिद के नाम पर आपस में लड़ाया जा रहा है। आगामी लोकसभा चुनावों में यदि किसी अन्य ठगबन्धन की सरकार भी बनती है तो उसे भी हम अपनी एकजुटता के दम पर ही जनहितैषी नीतियाँ बनाने के लिए मजबूर कर सकते हैं। हम आज भी नहीं चेतते तो भविष्य हमें कभी माफ़ नहीं करेगा।

भारत में 83 प्रतिशत बेरोज़गार हैं युवा!
भाजपा शासन का हर दिन युवाओं के जीवन पर है भारी!
हाल की एक रिपोर्ट के अनुसार भारत में हरेक 100 बेरोज़गारों में से 83 युवा हैं। यह रिपोर्ट 2022 तक के आँकड़े सामने रखती है। 'आईएलओ' (इण्टरनेशनल लेबर ओर्गेनाइजेशन) और 'आइएचडी' (इंस्टीट्यूट ऑफ ह्यूमन डेवलपमेंट) द्वारा जारी किये गये इस सर्वे में और भी कई तथ्य सामने आये हैं। भारत के कुल बेरोज़गारों में पढ़े-लिखे युवाओं की संख्या साल 2000 के मुक़ाबले 2022 तक दोगुनी हो गयी। देश के शिक्षित बेरोज़गारों की संख्या जोकि वर्ष 2000 में 35.2 फ़ीसदी थी वह 2022 में बढ़कर 65.7 फ़ीसदी हो चुकी है। दूसरी ओर असंगठित क्षेत्र के कर्मचारियों ही नहीं बल्कि संगठित क्षेत्र के कर्मचारियों की आय में भी गिरावट देखने को मिली है तथा अकुशल मज़दूरों को न्यूनतम मज़दूरी तक नसीब नहीं होती है।
भारत में बेरोज़गारी की हक़ीक़त हम सभी पहले से ही जानते हैं। अब इस अन्तरराष्ट्रीय पूँजीवादी संस्था द्वारा जारी आँकड़े ही ‘अच्छे दिनों’ के जुमले पर कालिख पोतते नज़र आ रहे हैं। जनता को तो अपने हालात समझने के लिए आँकड़ों की कोई दरकार ही नहीं थी। इसके लिए तो हम भर्तियों में एक-एक पद के पीछे निराश-हताश हज़ारों-लाखों युवाओं की भीड़ को आये दिन देखते ही हैं।

साथियो, *बेरोज़गारी, महँगाई, शिक्षा, चिकित्सा, आवास आदि बुनियादी सवालों पर मोदी सरकार पूरी तरह नाकाम साबित हो चुकी है।* इसी वजह से वह नये सिरे से साम्प्रदायिक आधार पर आम आबादी को बाँटने का काम कर रही है। लेकिन इसके बावजूद वह आने वाले चुनावों में जीत को लेकर आश्वस्त नहीं है। साम्प्रदायिक फ़ासिस्ट भाजपा सरकार की जनविरोधी नीतियों के विरुद्ध देश के तेरह राज्यों में तीन महीने तक चलने वाली *_भगतसिंह जन अधिकार यात्रा_* के दौरान हम सभी ने शिद्दत के साथ यह बात महसूस की कि मोदी सरकार की जनविरोधी नीतियाँ देश को विनाश के ज्वालामुखी की ओर धकेलती जा रही हैं। उसकी नीतियों के ख़िलाफ़ नब्बे प्रतिशत मेहनतकश जनता और बहुसंख्यक आम मध्यवर्गीय आबादी के बीच पूरे देश में सुलगती हुई आग एक विस्फोटक शक्ल अख्तियार करने की ओर आगे बढ़ रही है। हाल में कुछ राज्यों के विधानसभा चुनावों के नतीजों ने चुनावों में ईवीएम द्वारा धाँधली के उस व्यापक सन्देह को और अधिक गहरा बना दिया है जो विशेषकर 2019 के आम चुनावों के बाद से ही गोदी मीडिया और विराट भाजपाई प्रचारतंत्र की हरचन्द कोशिशों के बावजूद देशव्यापी चर्चा का एक विषय बन चुका था। *आज इस बात के स्पष्ट तथ्य और तर्क मौजूद हैं कि क्यों ईवीएम से होने वाले चुनाव कतई भरोसे के क़ाबिल नहीं हैं।*
आज ईवीएम के ज़रिये आम नागरिकों के सबसे बुनियादी जनवादी अधिकारों में से एक पर, यानी एक पारदर्शी चुनाव में वोट डालकर अपने प्रतिनिधि को चुनने के जनवादी अधिकार पर, एक अन्धेरगर्दी भरी डाकेज़नी की जा रही है। इसलिए ईवीएम के विरुद्ध संगठित जनसंघर्ष की अविराम मुहिम चलाना हमारी बेहद ज़रूरी फ़ौरी ज़िम्मेदारी है। यह हर उस ज़िम्मेदार नागरिक की ज़िम्मेदारी है जो हमारे रहे-सहे, अतिसीमित जनवादी अधिकारों की हिफ़ाज़त को लेकर चिन्तित है। *यह मुहिम तब तक जारी रहनी चाहिए जब तक ईवीएम को हटाया नहीं जाता।*
बैलेट पेपर की प्रक्रिया में अधिक समय और अधिक धन लगाने का सरकारी और भाजपाई तर्क निहायत बेमानी है। किसी सरकार के चुनाव में पारदर्शिता और जनता का विश्वास सबसे बड़ी चीज है। *इस देश में अकेले नेताओं की ऐयाशी और सुरक्षा पर तथा विशाल नौकरशाही पर जितना बेहिसाब धन ख़र्च होता है, वहाँ चुनाव जैसी महत्वपूर्ण प्रक्रिया पर कुछ अधिक धन और कुछ अधिक समय ख़र्च हो जाने से कोई फर्क नहीं पड़ता।*
*वैसे तो ईवीएम से होने वाले चुनाव में भी कई बार नतीजे घोषित होने में काफ़ी देर होती है क्योंकि भाजपा अपने मनचाहे उम्मीदवार को जिताने के लिए नतीजे रोककर रखती है।* जो सरकार सिर्फ़ मोदी के पागलपन में और उसकी चहेती कम्पनियों को अरबों-खरबों के ठेके दिलवाने के लिए सेण्ट्रल विस्टा जैसे निरर्थक प्रोजेक्ट पर हज़ारों करोड़ फूँक सकती है, उसे तो ईवीएम के ज़रिये पैसे बचाने की बात करने का वैसे भी कोई हक़ ही नहीं बनता !
*आगामी चुनावों के नतीजे चाहे जो भी हों, इससे ईवीएम की विश्वसनीयता नहीं सिद्ध होती।* सत्ता में चाहे फ़ासिस्टों का गठबन्धन आये या अन्य पूँजीवादी चुनावी पार्टियों का, जबतक ईवीएम हटाकर बैलेट पेपर की व्यवस्था बहाल न की जाये तबतक चुनावों की पारदर्शिता पर भरोसा नहीं किया जा सकता है। जनता को ईवीएम हटाने के लिए संघर्ष चलाना होगा और इसे मज़बूत एवं व्यापक बनाते जाना होगा। अगर हम ऐसा करने से चूकते हैं तो यह एक बड़ी राजनीतिक भूल होगी। अगर नंगी धाँधलीभरे चुनावी नतीजों के बाद देशव्यापी उग्र जनउभार की सम्भावना से घबराकर भाजपा इसबार ईवीएम की धाँधलेबाज़ी न करके दूसरे हथकण्डों का इस्तेमाल करे और यहाँ तक कि किसी आपवादिक स्थिति में अपनी हार भी स्वीकार करने को बाध्य हो जाये, तो भी ईवीएम का इस्तेमाल सन्देह से परे नहीं माना जाना चाहिए। किसी सत्तारूढ़ दल को इसका इस्तेमाल करने का मौक़ा नहीं मिलना चाहिए। यह भी नहीं भूलना चाहिए कि साम्प्रदायिक फ़ासिस्ट भाजपा अगर चुनाव हारती है, तो भी तृणमूल स्तर पर संघ की मशीनरी अपने जनविरोधी साम्प्रदायिक प्रचार को जारी रखेगी और असुरक्षा और अनिश्चितता से तंग आम जनता को साम्प्रदायिक उन्माद से बहकाकर फिर से सत्ता पर क़ब्ज़ा करने का प्रयास जारी रखेगी। उसको

बैलेट पेपर की प्रक्रिया में अधिक समय और अधिक धन लगाने का सरकारी और भाजपाई तर्क निहायत बेमानी है। किसी सरकार के चुनाव में पारदर्शिता और जनता का विश्वास सबसे बड़ी चीज है। *इस देश में अकेले नेताओं की ऐयाशी और सुरक्षा पर तथा विशाल नौकरशाही पर जितना बेहिसाब धन ख़र्च होता है, वहाँ चुनाव जैसी महत्वपूर्ण प्रक्रिया पर कुछ अधिक धन और कुछ अधिक समय ख़र्च हो जाने से कोई फर्क नहीं पड़ता।*
*वैसे तो ईवीएम से होने वाले चुनाव में भी कई बार नतीजे घोषित होने में काफ़ी देर होती है क्योंकि भाजपा अपने मनचाहे उम्मीदवार को जिताने के लिए नतीजे रोककर रखती है।* जो सरकार सिर्फ़ मोदी के पागलपन में और उसकी चहेती कम्पनियों को अरबों-खरबों के ठेके दिलवाने के लिए सेण्ट्रल विस्टा जैसे निरर्थक प्रोजेक्ट पर हज़ारों करोड़ फूँक सकती है, उसे तो ईवीएम के ज़रिये पैसे बचाने की बात करने का वैसे भी कोई हक़ ही नहीं बनता !
*आगामी चुनावों के नतीजे चाहे जो भी हों, इससे ईवीएम की विश्वसनीयता नहीं सिद्ध होती।* सत्ता में चाहे फ़ासिस्टों का गठबन्धन आये या अन्य पूँजीवादी चुनावी पार्टियों का, जबतक ईवीएम हटाकर बैलेट पेपर की व्यवस्था बहाल न की जाये तबतक चुनावों की पारदर्शिता पर भरोसा नहीं किया जा सकता है। जनता को ईवीएम हटाने के लिए संघर्ष चलाना होगा और इसे मज़बूत एवं व्यापक बनाते जाना होगा। अगर हम ऐसा करने से चूकते हैं तो यह एक बड़ी राजनीतिक भूल होगी। अगर नंगी धाँधलीभरे चुनावी नतीजों के बाद देशव्यापी उग्र जनउभार की सम्भावना से घबराकर भाजपा इसबार ईवीएम की धाँधलेबाज़ी न करके दूसरे हथकण्डों का इस्तेमाल करे और यहाँ तक कि किसी आपवादिक स्थिति में अपनी हार भी स्वीकार करने को बाध्य हो जाये, तो भी ईवीएम का इस्तेमाल सन्देह से परे नहीं माना जाना चाहिए। किसी सत्तारूढ़ दल को इसका इस्तेमाल करने का मौक़ा नहीं मिलना चाहिए। यह भी नहीं भूलना चाहिए कि साम्प्रदायिक फ़ासिस्ट भाजपा अगर चुनाव हारती है, तो भी तृणमूल स्तर पर संघ की मशीनरी अपने जनविरोधी साम्प्रदायिक प्रचार को जारी रखेगी और असुरक्षा और अनिश्चितता से तंग आम जनता को साम्प्रदायिक उन्माद से बहकाकर फिर से सत्ता पर क़ब्ज़ा करने का प्रयास जारी रखेगी। उसको

The Twitter page of Bhagat Singh Jan Adhikar Yatra recently received a warning from Twitter after the Maharashtra State Cyber Department reported our post about the usage of EVM machines in the electoral process in India. The post talks about a special campaign that’s being run against the use of EVMs, and includes the link to a booklet which talks at length about the different ways in which it has been proven that EVMs can be easily manipulated. It also appeals to the justice-loving citizens of India to come together and demand for a fair and transparent electoral process, the most basic of rights granted to us by our democratic republic.
As mentioned earlier, it was not just our usual IT Cell Sanghi who reported this post, but the Maharashtra State Cyber Department itself. This, yet again, proves not only the already obvious fact of BJP’s infiltration into all possible state institutions, but also its desperate attempt to have complete control over all platforms of mass communications. Even after boasting about its self-proclaimed “strength”, it cannot help but reveal its weakness, i. e., its great fear of the slightest display of resistance. It is this fear which makes it go to the absurd extent of equating its conveniences to the “laws of India”. Not being oblivious to the growing discontent among the masses under its rule, the BJP realizes its precarious position in the absence of the easily manipulable EVM machines in the election process. It makes one laugh to think about the fact that it was this same BJP which talked against EVMs for the first time while the Congress was in rule.
Apart from the very evident puppeteering of the Supreme Court and the Election Commission with regards to the issue of EVMs, we keep hearing about countless news stories which proves the BJP’s dictatorial nature and how it blatantly mocks even the limited democracy granted to us in this country. BJP leaders and their offsprings have been making headlines for tampering with EVMs, casting votes on behalf of others, casting multiple votes, etc., during this Lok Sabha election. A 17 year old son of a BJP leader from UP's Farrukhabad constituency cast 8 votes while being live on social media, all the while there exists a law that no voter is allowed to even take their phones into the polling booths. On the other hand, our post which talks about the reality behind EVMs is tagged as violating the laws of India. Naturally, for a fascist party like the BJP which assumes immense immunity from retributions, the line between country’s laws and party’s wishes would become blurry. Keeping in line with its general approach, it is yet again calling a condemnation of its dictatorial nature an attack on the nation itself; its priorities and preferences are equated with the laws of the land.
This incident is nothing but just another addition to the tales of suppression that an anti-fascist movement like Bhagat Singh Jan Adhikar Yatra has got to tell, the voice of which only keeps getting louder with each such new incident. The BJP fails to understand that the more it pulls off shenanigans like this, the more it strips itself naked in front of the justice-loving people of the country, thereby making our job easier.
