In the case of the former, this is where OTP encryption comes in. Numbers stations are an example of this. I get cracked up when guys will say "yeah but how do you coordinate the pads" etc, etc. Get the fuck out of your suburban hellhole or mommys basement. The real world ain't playing CQB airsoft.

The example I shared came from Alpha 66, the anticommunist Cuban group out of Miami. Their early members were part of the CIA's Brigade 2506. When if came to HF, they did it mostly right.

The key to pirate station broadcasts is keeping your transmission short (less than 10 minutes), introduce a central point that attacks a narrative, elaborate a bit, then reinforce your position. This maintains the attention span of your targeted audience as well as minimizes your detection time.

DFing HF is not as instantaneous as it is on VHF & higher, mainly due to refraction off the ionosphere and proximity to the transmitter.

You also have to take into account the receiver equipment your targeted audience will have. Shortwave receivers these days are not as common as they once were, but are still inexpensive enough to have at least one in addition to an HF transmitter. For example, during Operation Cuba Libre in 2021, we transmitted on AM (in the ham bands, specifically 20 & 40 meters or 14 and 7 MHz) to account for the receivers Cuban citizens have in most of their homes.

Which in turn resulted in the Cuban government using Russian OTH radar systems (that are truck mounted) to jam the general direction of our transmission. They could only do this after a few minutes, getting a Line of Bearing. We still had close to that 10 minute window of information sharing.

We kept is above board for obvious reasons. But this is also why you'd want a MARS CAP mod for your equipment to transmit outside the isolated amateur radio bands on HF...should the need arise.

One last thing regarding that 10 minute window - nearly all HF radios for the ham market are designed for a shorter duty cycle than a professional transmitter would be. 10 minutes is the perfect operating envelope and will not overload the duty cycle.
