DIFFICULTIES FOREIGNERS FACE WHEN PREPARING AND SUBMITTING A TRP APPLICATION UNDER DECREE № 702 | PART 1
Lately, we have frequently encountered problems faced by foreigners when submitting documents for a Temporary Residence Permit (TRP) based on traditional values.
This primarily concerns those who try to do everything themselves, but also includes those who have worked with lawyers.
We truly feel sorry for everyone who has encountered all of this. But these are the realities, and we know from experience that in Russia, things are not all that bad yet.
As a result, we have created this post to tell you about the main difficulties a foreigner may face during the residency process in Russia.
😀 Complying with visa deadlines
To enter Russia and apply under Decree №702, you will need a valid visa. Although this is most often the special "702 visa," in some regions, documents may practically be accepted with other types of visas (tourist, private, etc.).
The main problem is the tight validity period of the visa.
🔸 Applying for a TRP requires time for:
✓gathering the necessary documents;
✓undergoing a medical commission;
✓obtaining a police clearance certificate;
✓booking a preliminary appointment at the migration center.
For example, in Moscow, available slots for document submission may only appear 3–5 weeks later. And if the documents are not accepted on the first attempt, a new appointment will be required – taking up additional time.
🔸 A short visa validity period entails the following risks:
• the visa expires → your stay becomes illegal → your TRP application documents will not be accepted;
• you will have to leave and obtain a new visa → while you are abroad, documents with limited validity (e.g., the police clearance certificate) may also expire.
It is also important to note that the Traditional Values Visa itself may not be issued if there are errors or inaccuracies in the application form.
😀 Notarized translation of documents into Russian
All documents in a foreign language submitted for processing a TRP must be translated into Russian and notarized.
The problem lies in the fact that many translation bureaus in Russia are unfamiliar with the specific requirements of migration authorities. Errors often arise at this stage and create serious obstacles.
Omitting even one symbol or page, as well as an inaccuracy in the translation of a single word, renders the translation legally invalid. In such a situation, the migration authority will refuse to accept the entire document package, and you will need to book an appointment again for a new submission.
🔸 A translation (document) with even one error is considered legally invalid, and the migration authority will refuse to accept the documents. You will have to:
1. redo the translation,
2. book a new submission appointment again (which may only be available in several weeks),
3. ensure that other documents do not expire during this time.
😀 Filling out the TRP application
The TRP application must be completed strictly in accordance with the requirements of the Ministry of Internal Affairs (MVD).
🔸 Grounds for refusal:
• spelling and punctuation errors;
• incorrect wording;
• formatting violations;
• incomplete sections;
• missing data about relatives;
• errors in indicating dual citizenship, previous names, or surname changes.
Typically, only 5–10% of applicants who complete the application independently manage to submit their documents successfully on the first attempt.
❗️ If an application submitted to the migration authority contains false or incomplete information, it can lead to an official refusal to issue the TRP, after which reapplication is possible only after 1 year.

#braiden_answers №1936 DIFFICULTIES FOREIGNERS FACE WHEN PREPARING AND SUBMITTING A TRP APPLICATION UNDER DECREE № 702 | PART 1 Lately, we have frequently encountered problems faced by foreigners when submitting documents for a Temporary Residence Permit…
Correct preparation of medical certificates is a mandatory condition for submitting a TRP application.
Errors occur in two main cases:
1. Mismatch of personal data
• errors by medical staff during completion;
• changes in the applicant's data after the medical commission (a new passport translation, a different registration address).
• changed your registration address,
• obtained a new passport translation with different wording,
then all medical certificates must be redone; otherwise, the migration authority will not accept them.
The data in the medical certificates must fully match the passport translation and your current registration.
2. Incorrect choice of medical institution
Medical examination for a TRP can only be conducted at a clinic from the official list of authorized organizations.
If the examination is conducted at an ordinary private clinic, the documents will not be accepted, and you will have to undergo all procedures again.
Before paying the state duty, a foreign citizen must ensure that the payment details are valid and official.
A typical mistake is paying using details found online or received "from acquaintances." Such data may be outdated or contain errors.
• do not use details from chats, forums, groups, advertisements, or unverified websites.
• verify the payment purpose, KBK, TIN, KPP, OKTMO, and the recipient.
Many fail to consider that the validity period of this document in Russia is only 90 days from the date of issuance.
Furthermore, the certificate must be apostilled in the country where it was obtained, unless otherwise provided by international treaties. The translation of the certificate is done after the apostille.
• processing time – 1-3 months;
• additional costs – consular fee, notary services, translation.
The process consists of two stages:
1. Preliminary verification of document completeness
• online – through the migration center's personal account,
• offline – during a personal visit.
During online registration, the applicant's data must be entered strictly without errors. It is impossible to change it; if you make a mistake, you will not pass the verification.
In the offline format, you must have all the necessary documents for submission to obtain a preliminary appointment.
2. Application submission
• insufficient knowledge of Russian → risk of misunderstanding the inspector's requirements;
• incomplete document package → lists online are often outdated;
• regional differences: what is accepted in one region of Russia may not be accepted in another.
✓explains the submission procedure;
✓promptly answers the inspector's questions over the phone;
✓prevents errors that could lead to the applicant being sent to redo things.

• demanding documents not included in the mandatory list;
• demanding unnecessary notarized translations;
• refusal to accept documents without legal grounds;
• imposing additional services.
A foreigner with poor command of Russian may become confused and agree to unlawful demands.
================
These are the key difficulties foreigners most often encounter when independently preparing to apply for a Traditional Values TRP under Decree №702.
Many of these problems are universal and apply to other migration procedures: obtaining a TRP on other grounds, applying for an RP (Residence Permit), and citizenship.
As you can see, there are plenty of areas where mistakes can be made. If you are not confident in your abilities – our advice is to better consult a qualified lawyer. This often ends up being cheaper, not to mention saving time and nerves.
Just one round-trip flight from Russia to your home country and back often costs more than the price of our services
We wish you a comfortable relocation to Russia
There are more and more such people, and this cannot but make us happy. After you complete your paperwork and settle in – we are confident a calm and pleasant life awaits you.
We have lots of such cases.

💢 SERVICES FOR STUDENTS AND GRADUATES FOR OBTAINING RESIDENCY AND CITIZENSHIP OF THE RUSSIAN FEDERATION
How can a foreign student obtain residency in Russia?
Currently, Russian legislation provides several paths for foreign students studying full-time to obtain residency and citizenship of Russia:
A BRIEF OVERVIEW OF EACH OPTION:
😀 Obtaining residency through RVPO (temporary residence permit for students)
This type of residency can be obtained by foreign students studying full-time at Russian universities, starting from the bachelor's level and above. This means students in "preparatory" courses cannot apply for RVPO.
An RVPO is valid for the entire duration of studies + 180 days after graduation.
An application for RVPO can be submitted at any time before studies are completed. It is not possible to apply for an RVPO after graduation.
📌 Read more about obtaining an RVPO here.
😀 Obtaining an RP Based on RVPO
If a foreign student obtained RVPO during their studies, then according to the law, upon graduation, they have the right to obtain a permanent RP for themselves and their minor children within 3 years from the date of graduation.
How does it work?
• You obtained an RVPO during your studies;
• You graduated and received a Russian diploma (with or without honors);
• You now have the right to obtain a permanent RP for yourself and your minor children.
The right to apply for an RP after having RVPO is valid for 3 years from the date of graduation.
📌 Read more about obtaining a RP based on RVPO here.
😀 Obtaining a permanent residence permit in a simplified procedure based on a "Red diploma"
• If you do not have RVPO
If a foreign student studied full-time and graduated with honors (red diploma), they can skip the RVPO stage: obtain a permanent RP immediately and then apply for Russian citizenship in a simplified procedure right away.
• If you already have RVPO
If a foreign student graduated from a Russian university with a red diploma and had previously obtained RVPO, they have two legal grounds for applying for an RP: the red diploma and the existing RVPO. One should be chosen.
We recommend choosing the red diploma basis (as it is tied to the subsequent acquisition of Russian citizenship via the "Red diploma" route).
📌 Read more about obtaining an RP based on a red diploma here.
😀 Obtaining Russian citizenship in a simplified procedure based on a "Red diploma"
The simplified procedure for obtaining Russian citizenship implies acquiring citizenship without the need to fulfill the general rule of residing with an RP for 5 years.
After a foreign student obtains an RP based on a "Red Diploma," they can apply for Russian citizenship immediately.

💢 OBTAINING A PERMANENT RESIDENCE PERMIT (RP) IN RUSSIA
An RP is a separate, indefinite document (a blue passport) that confirms permanent residence in Russia.
➡️ This service is relevant for foreign citizens who meet one of the following criteria:
😀 Having held a TRP for more than 8 months.
😀 Having a son or daughter who is a Russian citizen and permanently resides in the Russian Federation (it is not necessary to be married to the other parent).
😀 Having a parent (adoptive parent, guardian, custodian) who is a Russian citizen.

An RP is a separate, indefinite document (a blue passport) that confirms permanent residence in Russia.
This legal ground allows you to apply for an RP based on an RVP after holding the RVP for 8 months, regardless of the legal basis on which the RVP was obtained.
The exception to this is the RVPO (TRP for students). You can apply for an RP based on an RVPO only after completing your studies at a Russian university.
Important to note:
• An application for an RP based on a TRP must be submitted no later than 4 months before the TRP expires. After that, it will not be possible. You will need to apply for an RVP again.
• An RP issued on the basis of a TRP obtained through marriage to a Russian citizen will be annulled in case of divorce.
• If you previously held a TRP under the "traditional values" basis, you will need to pass exams on the Russian language, Russian history, and the basics of legislation to obtain an RP.
• Decree №821 of November 5, 2025, regarding military contracts, EXTENDS its application to men aged 18-65 under this legal ground.
If you have not yet obtained a TRP, you can learn about our service for obtaining a TRP here.
This legal ground allows you to obtain an RP, bypassing the TRP stage, if the foreigner has a child who is a Russian citizen and permanently resides in Russia.
Whether the child is an adult or not does not matter for this basis.
Important to consider:
• If a minor child was born out of wedlock with a Russian citizen, it will be necessary to prove in court that the foreign parent has lived with the child or participated in their upbringing over the last 3 years.
• The child must permanently reside in Russia and have permanent registration at their place of residence.
• Under this legal ground, no exams on the Russian language, Russian history, or basics of legislation are required.
• After obtaining an RP based on a child, the foreigner can immediately apply for Russian citizenship in a simplified procedure without the need to live for 5 years under the RP.
• Decree №821 of November 5, 2025, regarding military contracts, EXTENDS its application to men aged 18-65 under this legal ground. An alternative is obtaining a TRP based on marriage and having a joint child with a Russian citizen.
You can learn more about the service for obtaining a TRP based on marriage and child here.
This legal ground allows an adult foreigner to obtain an RP, bypassing the TRP stage, if the foreign citizen has a parent who is a Russian citizen.

This legal basis is suitable if the foreign citizen was born on the territory of the RSFSR within the current borders of the Russian Federation.
Important to consider:

According to the law, HQS specialists must initially obtain a "temporary" RP and work with it for 2 or more years. After that, the HQS specialist will have the right to obtain an indefinite RP.
Important to consider:
• Exams on the Russian language, Russian history, and basics of legislation are not required to obtain an RP (including a permanent one).
• After obtaining a "permanent" RP, the HQS specialist has the right to terminate their employment.
• A mandatory condition for applying for a "temporary" RP is the full payment of taxes and insurance contributions by the employer.
