💢 OBTAINING A RESIDENCE PERMIT IN RUSSIA THROUGH INVESTMENT IN REAL ESTATE
According to legislation effective from 2023, a new ground for obtaining a permanent residence permit has been added – through investment.
Link to our post about this.
➡️ Foreign citizens can invest in:
• Real estate;
• Russian companies;
• Social infrastructure facilities;
• Their own Russian company;
An RP under this route is issued not only to the investor themselves but also to their family members.
➡️ This service is relevant for foreign citizens who:
1. already own real estate in Russia,
or
2. wish to purchase real estate in Russia.
➡️ Criteria for real estate that allows obtaining an RP in Russia:
😀 Type of real estate.
The property can be for any purpose: residential (apartment or house) or commercial (offices, apartments, etc.).
😀 The real estate must be under construction or have been commissioned no more than two years prior.
😀 Cadastral value.
The cadastral value is the state appraisal of the property, typically 60-70% of its market value.
🔸 The minimum total cadastral value of one or several properties must be:
• in Moscow – not less than 50 million rubles.
• in regions of the Far East – not less than 20 million rubles.
• in other regions of Russia, including Moscow Oblast – not less than 25 million rubles.
😀 Ownership of this property for filing documents for a VNZh.
The required period of ownership of the real estate before filing the VNZh Application is 1 year.
😀 At the time of filing the Application, the real estate object must be free from encumbrances.
This refers to purchasing real estate with a mortgage – if the apartment was purchased using a bank loan, this loan must be fully repaid by the time of filing the VNZh Application.
➡️ Service timeline:
• preparation of the document package and its submission to the migration authority – on average 3–4 weeks;
• review of documents in the migration authority – 4 months.
➡️ Service stages:
1. Obtaining visas to come to Russia for purchasing real estate;
2. Support of the transaction for purchasing the real estate object;
3. After 1 year – preparation of the VNZh application and its submission to the migration authority;
4. Receipt of the ready RP 4 months after filing the application.
➡️ Result of the service:
• The foreign citizen owns real estate objects in Russia without any risks of losing them.
• The foreign citizen and all members of their family have residence permits in Russia.
➡️ Service cost:
1. Support of the real estate purchase transaction – from 100 000 rubles.
The cost depends on the type of real estate (house, apartment, etc.), number of objects, place of purchase, scope of necessary assistance, etc.
2. Support of the RP processing for the investor – from 120 000 rubles. The cost depends on the region of filing, number of family members, readiness level of the document package, etc.
➡️ Payment order:
Payment is made in parts as the service is implemented.
➡️ Advantages of obtaining an RP through real estate purchase:
1. The foreign citizen has an asset in their personal ownership.
2. Ability to live with their family, as well as to generate profit (renting out).
3. Possibility of quickly selling the real estate if plans change.
❗️ Important:
If a foreign citizen already owns real estate, but its cadastral value is lower than the approved threshold – in this case, to obtain a VNZh they can purchase another real estate object.
Presidential Decree 821 on the necessity of concluding a military contract does not apply to this ground for obtaining a VNZh.

➡️ Term of rendering the service:

3. Submission of the set of documents to the migration authority.

4. Stamping on the back of the migration card.
In our practice, the migration authority stamps the extension of migration terms on the day of application.
➡️ Result of the service:
Obtaining a stamp in the migration card on the extension of the terms of stay in Russia until the moment of obtaining a residence permit or residence permit.
➡️ Cost of the service: 15 000 Rubles.
➡️ Payment procedure:
1. Advance payment - 5000 Rubles;
2. After receiving a stamp in the migration card on the extension of the period of stay in Russia - 10000 Rubles.

💢 OBTAINING A TRP ON THE BASIS OF SHARED TRADITIONAL VALUES UNDER DECREE 702 (WITHOUT THE RUSSIAN LANGUAGE EXAM)
➡️ The service is relevant for foreign citizens from "unfriendly" countries who already live in Russia or who want to move to Russia. Our company assists in obtaining residency both in Moscow and in other regions of the Russian Federation.
According to the Decree of the President of the Russian Federation dated 19.08.2024, foreign citizens from 47 countries can apply for temporary residence permits without a quota and without having to take exams in Russian language, Russian history and basics of legislation.
➡️ Stages of the service:
1. Obtaining visas to enter the Russian Federation for all family members
2. Preparing a set of documents and applying for a Temporary Residence Permit.
😀 Obtaining a Russian Visa:
Currently, you can apply for a TRP (Temporary Residence Permit) under the Traditional Values program with any type of visa.
For this service, we recommend choosing a tourist visa because:
- It is easier and faster to obtain;
- You do not need to attend an interview (which is usually required for the Traditional Values visa);
- You don’t need to get a criminal record certificate specifically timed for the consulate visit date (the certificate is valid for 90 days and it’s best to get it close to your departure date to Russia).
➡️ Steps:
• Obtain health insurance for each family member.
• Book any hotel for the intended travel dates.
• Prepare an invitation from a verified tour operator.
• Fill out the visa application form.
• Make an appointment at the Russian consulate.
• Submit the documents package to the consulate to get the visa.
• Receive your passport with the visa to enter Russia and apply for the Temporary Residence Permit.
➡️ Duration of the stage: from 3 weeks.
Depends on the country of your residence. In some countries the appointment at the Consulate is open for the nearest dates, in others - the waiting period is more than a month. If you are planning to move, you should start the process in advance.
😀 Stages of temporary residence permit processing:
• Collection of documents in the country where you live: certificate of criminal record, birth certificate, marriage documents, etc. depending on the composition of your family and other circumstances. Apostilisation.
After arrival in Russia👇
2. Migration registration and registration.
3. Passing a compulsory medical examination and obtaining certificates.
4. Notarial translation of documents into Russian.
5. Payment of the state duty for temporary residence permit registration.
6. Entry to the migration authority to submit documents.
7. Submission of documents to the migration centre.
8. A trip to the migration center to have the passport stamped confirming the issuance of the TRP.

You can learn more about the ways to transition from temporary asylum status to TRP or RP here.
📌 AN EXAMPLE OF SERVICE IMPLEMENTATION: https://t.me/braiden_channel/3663
We assisted this client in obtaining temporary asylum because he was facing persecution in the USA and could not return there for a certificate of no criminal record. Subsequently, after obtaining the status of a person with temporary asylum in Russia, we were able to submit documents for TRP 702 under the simplified procedure.
All our cases on temporary asylum and other useful information can be found here.
