India’s Biotech Push
Context
AI–biology convergence is creating “programmable biology”- ability to design and engineer living systems for health, agriculture, materials and clean fuels. The global bioeconomy may exceed $30 trillion by 2050.

Bio Century: A term popularised by American author Jeremy Rifkin, referring to the 21st century being increasingly shaped by biotechnology, genetic engineering and the convergence of biology with computing/AI.

India’s Position
• Bioeconomy: $10 bn (2014) —> $195.3 bn (2025); nearly 5% of GDP.
• Potential: $691 bn by 2035 and $2.6 trillion by 2047.
• Employment potential: 30 million+ high-value jobs.

Why Biotech is Strategic
• Personalised medicine & gene/cell therapies.
• Climate-resilient and precision agriculture.
• Synthetic biology & sustainable materials.
• Biofuels and low-carbon manufacturing.
• One Health approach linking human, animal and planetary health.
• Reduces dependence on critical foreign supply chains.

Key Challenges
• Fragmented research institutions and missions.
• “Lab-to-market” gap and shortage of patient capital.
• Complex and uncertain regulation.
• Weak academia–industry–startup integration.
• Inadequate advanced scientific talent and commercialisation ecosystem.

Five-Pillar Strategy
1. National Bio-Missions: Coordinate work on gene/cell therapy, climate-resilient agriculture, synthetic biology, One Health, marine biotech and next-gen biopharma.
2. Finance Scale-up: Proposed ₹50,000-crore Bioeconomy Growth Fund for commercialisation and infrastructure.
3. Smart Regulation: Predictable, risk-based approvals; regulatory sandboxes; stronger CDSCO and clearer IP framework.
4. Talent & Institutions: Strengthen universities, research institutes and advanced training; enable researchers to become entrepreneurs.
5. Integrated Governance: Empowered national bio-missions committee, National Bio-Data Council, investment-policy forum and dedicated bio-IP mechanism.

Way Forward
Treat biotechnology as core national infrastructure, comparable to digital and energy infrastructure, and shift from isolated scientific successes to a globally competitive bio-powered economy.

Northeast, Identity & Conflict
Core Issue
The Northeast’s conflicts are rooted not only in present governance failures but also in historical memories, ethnic identities, customary claims and unresolved collective trauma.

Key Dimensions:-
1. Tradition vs Modern State
• Customary land laws and traditional sovereignty often clash with modern revenue, administration and legal systems.
• Rapid institutional change can create insecurity among indigenous communities.
2. Historical Memory as Conflict Driver
• Communities may remain psychologically anchored to past grievances even after political realities change.
• Inherited grievances can perpetuate ethnic mobilisation and insurgency across generations.
3. Manipur as Illustration
• Prolonged ethnic conflict shows the dangers of frozen identities, competing territorial claims and unresolved mistrust.
• External commentary without local sensitivity may further deepen alienation.
4. Need for an ‘Imagined Community’
• Benedict Anderson: a nation is an “imagined community” - people develop belonging despite not personally knowing most fellow citizens.
• Northeast needs a broader shared identity capable of accommodating multiple ethnic identities.
5. Nation as Continuous Consent
• Ernest Renan: nationhood is a “daily plebiscite” - collective belonging must continually be renewed through consent and common purpose.

Way Forward
• Reconcile customary institutions with constitutional governance.
• Promote inter-community dialogue and shared economic interests.
• Recognise historical trauma without allowing inherited grievances to determine present politics.
• Ensure reforms are gradual, consultative and sensitive to indigenous institutions.
• Strengthen a common civic identity alongside ethnic and cultural identities.

Value Addition
Nari Rustomji: Social change should be paced so that affected communities can absorb it without damaging their social fabric.

Conclusion:
Peace in the Northeast requires neither forgetting history nor remaining captive to it; the objective should be reconciliation, adaptive institutions and a shared future-oriented identity
