-Current relevance: The century-old building is not an ASI-protected monument; controversy concerns its preservation/adaptive reuse versus redevelopment as part of a proposed five-star hotel project.

1991 Economic Reforms - 35 yrs of Liberalisation
-Why Licence Raj? Post-colonial push for self-reliance, planned development and import substitution; controls were institutionalised through the IDR Act, 1951.

-Why 1991 Reforms? BoP crisis + Gulf War oil shock + fiscal stress exposed inefficiencies of licensing, protectionism and high tariffs.

-Reform thrust: Industrial delicensing, tariff/import liberalisation, easing of MRTP restrictions and greater private/foreign investment.

-Major gain: Shift from a control-based to competitive economy, unleashing private entrepreneurship.

-Major failure: Manufacturing followed GDP growth rather than leading it; India missed East Asia-style export-led, labour-intensive industrialisation.

-Way Forward: Promote labour-intensive manufacturing, R&D, skills, logistics and targeted incentives, rather than indiscriminate subsidies.

Death Penalty: Method of Execution & Human Dignity
Context: Supreme Court upheld hanging as the existing mode of execution, while leaving scope for the Centre to examine less painful alternatives.
Core constitutional issue: Whether the manner of executing a death sentence causes unnecessary pain & violates the dignity of the condemned prisoner.
Petitioners’ argument: Hanging is excessively painful; alternatives such as lethal injection, shooting, electrocution & gas chamber should be examined in light of scientific advancement.
SC stand: No immediate change in law; however, the judgment does not bar the government from reconsidering hanging in future.
Govt’s position: Hanging is considered quick & simple and does not unnecessarily prolong suffering; alternatives are not scientifically established as completely painless.
Wider significance: The debate shifts capital punishment jurisprudence from merely “whether the State can take life” to “how the State exercises that power consistent with dignity.”

Farakka Barrage & Bihar’s Water Concerns
-Core issue: Bihar argues that the Farakka water-sharing arrangement disproportionately affects downstream Bihar, making it both an inter-State federal issue and an India–Bangladesh water diplomacy issue.

-Treaty: India–Bangladesh Ganga Water Sharing Treaty, 1996 expires on 12 December 2026; demand is for reconsideration before renewal. The 1996 Ganga Water Sharing Treaty, signed for 30 years (1996–2026), reflected the Gujral Doctrine of accommodating smaller neighbours without demanding strict reciprocity; its renewal must also safeguard Bihar’s riparian interests.

-Unequal burden on Bihar: In lean season, about 1,500 cumec is required at Farakka, while only about 400 cumec reaches Bihar from upstream; Bihar contributes nearly 73% of the remaining requirement through the Ganga and its tributaries.

-Upstream–downstream inequity: Around 75% of the Ganga catchment lies upstream of Bihar, yet upstream States use water for irrigation/hydropower, while Bihar bears a disproportionate responsibility for maintaining downstream flow.

-Flooding & siltation: Reduced/altered flow and heavy silt deposition in the Ganga raise the riverbed, aggravating floods, bank erosion and waterlogging in Bihar; districts such as Darbhanga and Madhubani also face groundwater stress.

-Ecological impact: Disturbed flow affects the Ganga’s ecological continuity, including aquatic biodiversity such as the Gangetic dolphin, and increases risks from pollutants like arsenic and fluoride.

-Water-sharing concern: Bihar needs water for irrigation, drinking water and industry, but the existing arrangement leaves limited lean-season water; the article flags the need to reassess allocation in light of rising demand and climate variability.

-Demographic pressure: Bihar’s population has risen sharply since the 1996 agreement, substantially increasing domestic, agricultural and livelihood water requirements.

Way forward: Any renewal/revision of the Ganga Water Treaty (1996) should be based on scientific assessment of basin-wide water availability, ensure minimum ecological flow, address silt management, and formally accommodate the interests of riparian States such as Bihar.

Takeaway: Transboundary river agreements must balance international commitments with federal equity, ecological sustainability and the legitimate developmental needs of riparian States.

Bihar Road Projects
1. Buxar–Bhagalpur Expressway: Bihar Cabinet approved a 336-km, 6-lane greenfield, fully access-controlled expressway connecting Buxar to Bhagalpur through 13 districts; to be implemented by BSRDCL, with an economic corridor planned along the route.

2. NH-22: CCEA approved 4-laning of the 82.578-km Muzaffarpur–Sitamarhi–Sonbarsa section of NH-22 under Hybrid Annuity Mode (HAM) at Rs. 3,590.73 crore; it links the India–Nepal border at Sonbarsa with NH-27 (East–West Corridor) at Muzaffarpur.

Bihar AI Initiative
Bihar AI Ecosystem: Bihar’s IT Department will sign an MoU with Taiyo AI India Pvt Ltd (Japan-linked) to develop the state’s AI ecosystem, including AI-based monitoring of public infrastructure, an early-warning dashboard and AI/data-analytics training for officials, students, youth and women.

Free Coaching for Competitive Exams
Context: The Centre has proposed a nationwide free online coaching network for competitive examinations, using India’s digital public infrastructure and teaching talent, primarily to reduce the financial burden on poor and middle-class families.

Significance
-Democratisation of opportunity: Reduces the cost barrier and expands access beyond traditional coaching hubs, especially for small-town and rural aspirants.
-Limits coaching inequality: Quality content and mock tests at no cost can reduce dependence on expensive private coaching.
-Wider participation: Easier access may bring more youth into competitive examinations and government recruitment.

Key Concerns
-Digital divide: Unequal access to devices, internet connectivity and digital literacy can reproduce existing inequalities.
-Access ≠ equal outcome: Language proficiency, academic foundation, available study time and family circumstances still affect success.
-Beyond content: Aspirants also need diagnostic assessment, doubt resolution, mentoring, discipline and personalised feedback.
-Employment mismatch: More aspirants for limited government vacancies may intensify competition and delay entry of youth into the workforce.
-Coaching market impact: Standardised free content may put greater price pressure on small and mid-tier coaching institutes, while premium institutes may survive through personalised mentoring.

Way Forward: Adopt a blended and multilingual model combining quality online content with mentoring, assessments, regional-language support and offline access for underserved areas; evaluate success through participation, completion, qualification rates and socioeconomic outcomes, rather than enrolment alone.

Takeaway: Free coaching can democratise access to preparation, but a level playing field requires bridging the wider digital, educational and socioeconomic divide.
