US–Saudi Nuclear Deal & Abraham Accords
1. US–Saudi Civil Nuclear Deal (2026): US & Saudi Arabia signed a peaceful nuclear cooperation/“123 Agreement” to facilitate Saudi Arabia’s civilian nuclear-energy prog.
2. 123 Agreement: Named after Section 123 of the US Atomic Energy Act, 1954; required for major US civilian nuclear cooperation with another country. India also has a 123 Agreement with the US.
3. New US Condition: President Trump linked progress on the nuclear deal to Saudi Arabia normalising relations with Israel/joining the Abraham Accords; the US also seeks restrictions on Saudi uranium enrichment.
4. Abraham Accords (2020): US-brokered framework for normalisation between Israel & Arab countries. UAE & Bahrain were the original Arab signatories; Morocco & Sudan later joined.
5. Saudi Position: Saudi Arabia has NOT joined the Abraham Accords & maintains that normalisation with Israel requires a credible/irreversible pathway towards an independent Palestinian state.
