Justice Meenakshi Madan Rai, a distinguished judge from Sikkim High Court, has been recommended by the Supreme Court collegium to become the next Chief Justice of the Patna High Court. Her appointment follows the retirement of the incumbent. Rai, Sikkim's first woman High Court judge, brings extensive judicial and administrative experience to this new role.

RCEP (Regional Comprehensive Economic Partnership) is the world’s largest free trade agreement, comprising 10 ASEAN countries + 5 FTA partners —> China, Japan, South Korea, Australia and New Zealand.

• India withdrew from RCEP negotiations in 2019 due to concerns over:
– Surge of cheap imports (especially from China)
– Widening trade deficit
– Inadequate safeguards for domestic industry & agriculture

• RCEP officially came into force on 1 January 2022.

• RCEP is the first FTA connecting China, Japan and South Korea in a single trade framework.

• India still participates in ASEAN-led groupings like East Asia Summit (EAS) and ADMM-Plus, despite staying out of RCEP.

• Bihar is likely to become the first state to launch an AI-based cyber helpline call centre (1930) for faster cyber fraud complaint registration and pattern analysis.

• The AI system will reduce complaint registration time from about 16–18 minutes to nearly 5–6 minutes, improving response during the cyber fraud “Golden Hour”.

Mekedatu Dam Project is a proposed balancing reservoir project on the Cauvery River in Ramanagara district of Karnataka.

• Dispute mainly involves Karnataka and Tamil Nadu over Cauvery river water sharing. Kerala and Puducherry are also part of the broader Cauvery dispute.

• Mekedatu lies downstream of the confluence of Cauvery and Arkavathi rivers and close to the Karnataka–Tamil Nadu border.

• Karnataka states the project is for Bengaluru drinking water supply and hydropower generation; Tamil Nadu argues it may affect downstream irrigation and allocated Cauvery water share.

Cauvery Water Management Authority was constituted in 2018 after the Supreme Court verdict on the Cauvery water dispute.

• The proposed reservoir area falls within/near the Cauvery Wildlife Sanctuary, hence forest and wildlife clearances are major issues.

• “Mekedatu” in Kannada means “Goat’s Leap”; it is a narrow deep gorge formed by the Cauvery River.

• India became a Contracting Party to the Ramsar Convention on 1 February 1982; the convention was signed at Ramsar (Iran) in 1971.

State with maximum Ramsar Sites: Tamil Nadu (20), followed by Uttar Pradesh (12).

Largest Ramsar Site in India: Sundarbans Wetland (West Bengal).

Smallest Ramsar Site in India: Renuka Wetland / Renuka Lake (Himachal Pradesh).

Largest artificial Ramsar Site in India: Bhoj Wetland (Madhya Pradesh).
