FIXED!
We have this error now.
it is error from Telegram Api. All bots (not only BB) can't send messages
Bot can't send message to any external channel /chat (?).
Bot also have admin's permissions.
Update:
it is GLOBAL issue (for all bots like Python and etc):

Some broadcasting statistic on Cloud.
We have approx 1 chat per 1 sec speed.
It is approx 3600 chats per hour.
On BB General speed can be other.
It is good speed.
So we have still 29 messages for second - and bot continue working.
Very quick broadcasting speed is not good: bot can be stop working.
We have a good strength request here and at the same time the broadcasting speed is good.
Also we can scale broadcasting speed on Cloud by request.

We continue development SmartBot architecture on demo bot.

With smartBot bot become very simple for editing and supporting:
- logic and content is really isolated
- simple bot can be development with JSON only
