If Russia was to launch only modified S-400 Ballistic missiles at Kyiv it would be incredibly incompetent because they are preferably used as added damage control and radar decoys to be launched along side its stronger Iskander M buddies so they have a higher chance of impacting successfully without interception

The ‘considerations’ are pretty empty, neither side is inclined to agree to an energy ceasefire, Russia’s winter campaign against Ukrainian energy infrastructure is still in full effect and Ukraine’s campaign against Russian Refineries is clearly set to continue.

These ballistics had no warning and were not detected until they were launched. Presumably, a failure of US intelligence is to blame.
