[Q] The questioner says: What’s the ruling of combining between both? (i.e to pray at the first part of the night and the last)?
[A] “There should not be two Witr in one night”. That’s what the Prophet ﷺ said. “There’s not to be two Witr in the same night”. Prohibition. It’s not permissible to perform Witr twice in the same night. But, if we were to assume that a person prayed at the first part of the night and performed Witr, then they wanted to pray again with the people at the last part of the night, are they prevented from doing so?
The answer is: No, they’re not prevented, however, they should not conclude with Witr. They should conclude with Shaf’, because the Prophet ﷺ said: “There’s not to be two Witr in the same night”. Or maybe a person prayed the first part of the night and they wish to later stand at the last part of the night, then they shouldn’t conclude with Witr (at the first part of the night). They should conclude with Shaf’, then they do Witr upon praying at the last part of the night. But what we advise with, is that a person limits with 11 units. For verily the Prophet ﷺ didn’t exceed 11 units, not in Ramadhan, nor other than it.
If a person prays the first part of the night, they pray it all with the Imām all the way through Witr and they perform Witr with him and conclude the prayer. And if they pray at the last third of the night, then they pray it all with the Imām, even the Witr, and conclude with him. This is what’s better and Allah knows best.

🍂🍃 Should the people being led in prayer say Ameen during the Qunoot of Witr?🍃🍂
[Q] Is (saying) “Ameen” recommended for those being led in prayer during the Qunoot of Witr?
[A] Yes, it’s recommended for the congregation to say Ameen, and if a person does so, then it is like they supplicated as how the Imām did. And if they don’t say Ameen, then it is like they confided only to the supplication of the Imām. But if a person was to say Ameen, then it’s as if the Imām supplicated and the person themselves also supplicated. That’s because the meaning of Ameen is “O Allah, accept”. Accept this supplication of which the Imām has supplicated. Thus, every supplication a person hears, they should say Ameen to it.
And since Al-Fatiha ends with supplication, then saying this word is Sunnah after the Imām says: “Walaadth tha Leen”. This word is a Sunnah for the Imām to say, and the congregation, likewise the Angels also say it. The Prophet ﷺ said: “If the Imām says Walaadth thaa Leen”, then say Ameen, for verily whoever’s Ameen coincides with the Ameen of the Angels, their sins of what occurred previously get forgiven”.
In fact, the word Ameen is prescribed to say after the recitation of Al-Fatiha comprehensively as what’s composed in the books of Fiqh. The person praying alone says Ameen, and the Imām leading the prayer says Ameen, and those being led in prayer say Ameen. Rather, those being led in prayer say the Ameen twice in the audible prayers of the first and second Rakah. They say Ameen after the recitation of Al-Fatiha by the Imām, then they are required to also recite Al-Fatiha themselves and say Ameen after it. They recite Al-Fatiha themselves seeing as it’s a pillar of which the prayer is invalid without it, then they say Ameen. Therefore, if the Imām supplicates and makes audible the supplications during the Qunoot Nāzila or the Qunoot of Witr, the congregation say Ameen with him or after him.

We have learned from your fatwa regarding the current situation that it is not permissible to purchase any looted items from the military camps. Some of them mentioned that the weapons from the 1994 war were looted and sold. I would like an answer to this statement.
📩🔸Answer:
In the 1994 war, the socialists abandoned those weapons when they fled, and the scholars ruled with its permissibility for the people. As for these, then all of it is the wealth of the government, so the scholars ruled with the obligation of its preservation and the impermissibility to loot or steal it.

📩🔹Question:
Oh Sheikh, may Allah preserve you!
My father shouts and wishes for death every day without any illness, just because of the hardships of life and its burden and severity on us. So with what should I advise him?
📩🔸Answer:
It is not permissible for him to wish for death. Upon him is to fear Allaah and patience. If it is a must, he should make du‘aa with what is mentioned in this Hadith:
From Anas bin Maalik, may Allah be pleased with him, the Prophet ﷺ said: “None of you should wish for death due to a calamity that has befallen him. If it is a must, then let him say: ‘O Allaah, keep me alive as long as life is good for me, and take my soul, if death is better for me.’
[Narrated by Al-Bukhaari and Muslim]

And also, what’s come with Tirmidhi and with Imām Ahmad, from the Hadith of Abu Huraira, may Allah be pleased with him, that the Prophet ﷺ was asked: “What (deed) mostly gets people admitted into Jannah? He (ﷺ) said: Taqwa of Allah and good character. Then it was said: O Messenger of Allah: What (deed) mostly gets people admitted into Hell-Fire? He said: “The mouth and the private parts”.
The mouth and the private parts. Desires what relates to the mouth (i.e the tongue) which are prohibited (such as backbiting, lying, etc), and desires of what relates to the private parts that are prohibited. These are what mostly enters people into the Fire.

[Imam Muhammad bin Ali Ash-Shawkaani, Rahimahullah, in Ad-Durar Al-Bahiyyah:] "Prayer is not obligatory for the non-accountable, and it ceases to be obligatory for one who is unable to gesture or who loses consciousness until the time for it has passed. The sick person prays standing, then sitting, then on his side". End.
▪️Who is obliged to pray:
The Allaamah Al-Hajjaawi, may Allah have mercy on him, said in his book "Zaad Al-Mustaqni'": "It is obligatory for every accountable Muslim, excluding a menstruating woman and a woman in postpartum bleeding". End of speech from "Al-Hashiyah Al-'Uthayminiyyah ala Zad Al-Mustaqni', p.53".
Imam Ash-Shawkaani, may Allah have mercy on him, said: As for it not being obligatory for the non-accountable, this is because the address of obligation does not include the non-accountable, and there is no disagreement regarding this concerning legislative obligations. As for regarding what has been reported about teaching children and training them, the address in that is for the accountable individuals; the obligation is upon them, not upon the children".
