The Istanbul talks were not initially expected to lead to any major breakthroughs. However, the meetings were a tactical advantage for Putin, who was able to initiate negotiations without agreeing to a preliminary ceasefire, which was a prerequisite for the start of dialogue on the part of Ukraine and almost all Western countries that support it.
