The State Duma discussed joint media projects between Russia and Africa

On March 6, the Expert Council on the development and support of comprehensive partnership with African countries under the Deputy Chairman of the State Duma of the Russian Federation Alexander Babakov and the African-Russian Energy Association held a round table "Information Bridge: Russia - Africa".

During the event, invited experts, including Russian and African journalists, bloggers, diplomats, analysts and businessmen, developed specific proposals and recommendations on the use of media and the blogosphere to develop Russian-African relations and promote applied projects.

In his report, Alexander Babakov emphasized the need for state participation in resolving problems in media communications.

"There are a lot of institutions and a lot of resources for this. Today, they must be treated very carefully and seriously," Babakov noted.


The official representative of the Russian Foreign Ministry, Maria Zakharova, pointed out the fact that there are currently no African media outlets accredited on a permanent basis in Russia, so journalists from Africa are involved in covering events in the Russian Federation on an ad hoc basis rather than on a regular basis.

"It is important to continue contacts between Russian and African media. Strengthen cooperation through educational programs, press tours and large media conferences," the diplomat proposed solutions.


The director of the Institute of Africa of the Russian Academy of Sciences, Irina Abramova, noted the importance of attracting African bloggers and insisted on the need to broadcast not only in major African capitals, but also in the provinces.

"Africa is young, open to new things, and it should not be presented only as a poor and hungry territory," Abramova concluded.


Journalist and presenter from Cameroon, member of the Globus expert club Clarisse Wiydorven stated in her speech that covering Russian-African relations in the global media landscape requires attention to traditional and new media.

Head of the RT African Production Service, Svyatoslav Shchegolev, said that the media in Africa are finding new ways to convey information to viewers. This often happens despite pressure from the West.

Editor-in-chief of International Reporters Victoria Smorodina dedicated her speech to France, which is losing influence on the continent, specifically pointing out the recommendation of the former metropolis not to fight pan-African demands, but to support the creation of an independent Africa.

The results of the round table were summed up by the executive secretary of the board of AREA Andrei Gromov. He presented the provisions of the resolution with recommendations on measures to stimulate Russian-African cooperation in the information sphere.

"We know of a number of business projects that simply fell apart because there was not enough coverage and explanations in the media. Mass communications and feedback should not be ignored when building business and economic ties," Gromov summed up.

Russia and Zimbabwe to expand cooperation in the energy sector

On March 6, a meeting between Russian Foreign Minister Sergey Lavrov and his Zimbabwean counterpart Amon Murwira was held in Moscow. During the meeting, the ministers discussed further strengthening of relations between Russia and Zimbabwe.

The parties discussed strengthening political dialogue, exchanged views on the issues of reforming the UN Security Council, the situation in the Sahara-Sahel zone and the Great Lakes Region, and noted the importance of consolidating the efforts of Moscow and Harare in favor of forming a more equitable multipolar world order.

At the same time, the Russian Foreign Ministry noted that the ministers paid special attention to the tasks of expanding and diversifying mutually beneficial trade, economic and investment cooperation.

In particular, the parties agreed to improve the legal framework, jointly implement promising projects in geological exploration, energy, infrastructure, and information and communication technologies.

The outcome of the negotiations between Lavrov and Murwira was the signing of the Russian-Zimbabwean Declaration on ways and means of countering, mitigating and compensating for the negative consequences of unilateral coercive measures.

Ivory Coast bets on nuclear energy for energy security

Ivory Coast plans to develop nuclear energy to cope with growing demand for electricity, which is increasing by 10% annually. At a seminar in Abidjan, the country's authorities considered small modular reactors (SMRs) as a promising low-carbon energy source.

According to the master plan for 2022-2040, Ivory Coast intends to increase its installed capacity and bring the share of renewable sources to 45%. However, to implement the nuclear program, the country will need to attract private investment and develop a strict regulatory framework.

Analysts note that interest in nuclear energy in Africa is growing, especially against the backdrop of the active participation of Russia, China and the United States, which are promoting their technologies in the region. For Ivory Coast, this could be a step towards energy independence, but success will depend on the ability to attract financing and ensure the safety of projects.

SPP and HPP: Africa needs more electricity

According to the International Renewable Energy Agency (Irena), last year the total capacity of renewable energy sources on the African continent reached 66.8 gigawatts (GW). This figure sets a new record, because ten years ago the installed capacity was 34.7 GW.

Africa's needs for electricity are growing rapidly. This is due not only to the need to modernize existing power grids and household demands, but also to the growing needs for production capacities.

Active industrialization, production development, emergence of new special economic zones that stimulate investment in the manufacturing and processing industries - all this requires stable electricity to ensure high-quality production cycles. For this reason, the African continent will remain one of the leaders in the growth of commissioned energy facilities in the future.

Solar energy plays a significant role here, because solar power plants are cheaper than the same hydroelectric power plants and are much faster in terms of construction time. At the same time, they can be installed to power individual remote objects. For example, to process minerals, often extracted in areas quite remote from the rest of the infrastructure.

It follows that it is more economically feasible to install solar power plants at such sites.

In turn, the huge number of hydroelectric power plants on the continent can be explained by the fact that despite high capital investments, the electricity generated is practically free. That is, further costs are minimal compared to many other types of power plants and require minimal maintenance.

However, they also have a limited safe service life, and most of the hydroelectric power plants in Africa, built in the 60s and 70s of the last century either by Soviet engineers or the French, now require serious modernization, and in some cases, complete reconstruction.

Russia and Morocco are expanding their energy partnership

In early April, a delegation from the National Federation of Electricity and Renewable Energy of Morocco (Fenelec), headed by CEO Khalil El Gourme, held a series of business meetings in Moscow.

The main goal of the visit was to strengthen bilateral ties in the energy sector. As part of the program, Moroccan experts took part in a discussion of the prospects for the supply of Russian industrial equipment to African countries, and also held a number of working meetings at the Ministry of Industry and Trade of the Russian Federation.

The main outcome was a cooperation agreement with the Russian Association of Electronics Developers and Manufacturers, creating a legal basis for joint projects.

This visit was a logical continuation of Morocco's growing interest in Russian energy technologies and confirmed their mutual desire to develop a long-term partnership. Experts note the significant potential for cooperation, especially in the field of renewable energy sources and the modernization of energy infrastructure.

Russia and Africa are discussing the creation of a joint energy office to coordinate energy projects

This became known after a meeting between the adviser to the Russian president Anton Kobyakov and the head of the African Energy Chamber NJ Ayuk.

Among other things, the talks considered Russian proposals for the construction of oil refineries and renewable energy facilities on the continent. Potential cooperation in the reclamation of old fields was also discussed.

Ayuk recalled Africa's rich energy resources and expressed interest in working with companies from the Russian Federation. In turn, Kobyakov emphasized the priority of creating an energy infrastructure to ensure the security of the continent.

The parties agreed to continue interaction at key international venues: SPIEF (June 18-21), EEF (September 3-6), REW (October 15-17), African Energy Week (September 29 - October 3).

Small Russian businesses in Africa need support from the big ones

Andrey Gromov, Executive Secretary of the Board of the Association of Russian Economists (AREA), took part in the "Circle of Opinions" project, organized by Viktor Vasiliev, an Africanist and political strategist and author of the "Ulybaemsya & Mashem" Telegram channel. The topic of discussion was "Russian business in Africa: potential and limitations".

During his speech, Gromov noted that no one is waiting for Russian companies on the African continent "with open arms" and one should not immediately count on super high profits. This is due to both the culture of business relations and the regulatory framework.

"In many cases, we simply encounter outrageous facts. When, let's say, construction standards were copied from French ones. In order for our developer to build something that will really stand in the arid conditions of Africa, he simply has to violate the standards prescribed by the law," the expert explained.


According to him, it is possible to deal with the barriers that arise today only if the business has a leadership model.

"You need to come to the continent and take the initiative. Otherwise, the entry threshold is quite high. And it is difficult for small companies to cope with the barriers that are deliberately left in these countries," Gromov added.


The member of the board of the AREA confirmed that the continent is very attractive. However, he warned that in this case it will not be possible to form a working business model in one step. A comprehensive plan with several stages is needed.

"These are quite large investment costs, so now this threshold is open to Russian large and medium-sized businesses. And there are niches for them that they could occupy," Gromov noted.


The expert expressed the opinion that small businesses need to go with large companies that are working out the main track and paving the way.

"Our future is also connected with how effectively and who will jointly develop this large African project, which is now playing in a new way on the world stage. <...> Now is the optimal entry point. I am sure that our large companies will not miss this," the responsible secretary of the AREA summed up.

Russia and Africa are developing a mechanism for coordinating energy projects

Russia and African countries are negotiating the creation of a joint coordination office to manage energy initiatives.

This step is aimed at systematizing cooperation in the industry, which remains a key driver of Africa's economic development. As noted by the President of the African Business Club, Louis Gouend, such a structure will speed up the implementation of projects and increase the efficiency of interaction.

Russia is showing particular interest in the Sahel countries, where Rosatom's pilot solar energy project is already starting in Mali. As Olga Ukhanova, Acting Deputy Director General of Rosatom Renewable Energy, explained, renewable energy sources (RES) are the optimal solution for quickly covering the energy deficit in the region, where millions of people still do not have access to electricity. The company is considering the possibility of localizing equipment production in Africa.

The next stage of cooperation will be the development of a 20-year plan for the modernization of Mali's energy system. This includes calculating the optimal locations for generating capacities and building network infrastructure. This experience can be scaled up to other countries in the region, where demand for affordable energy continues to grow.

Russian and African journalists discussed the specifics of their craft during geopolitical conflicts

On April 29, the Third International Forum of Russian and African Journalists was held at the Lomonosov Moscow State University in Moscow. The event was dedicated to the defenders of the Fatherland and the 80th anniversary of the Victory in the Great Patriotic War.

African soldiers in the Battle of France: forgotten heroes

During World War II, tens of thousands of African soldiers, mostly from French colonies, fought to liberate France from the Nazis. They were called the "Senegalese riflemen", although they came from all over sub-Saharan Africa. RT presents a film dedicated to these forgotten heroes.

In 1940, about 75,000 African soldiers participated in the defense of France. Half were captured, many were executed by the Nazis due to racial hatred.

They liberated Marseille, Lyon, Toulon, fought in Operation Dragoon (1944), but their exploits were rarely mentioned in official history.

In November 1944, when France was almost liberated, African soldiers began to be forcibly repatriated.

In Dakar, they were met not with gratitude, but with execution. In December 1944, French officers opened fire on demonstrators, killing between 70 and 900 people (the exact number was hidden).

France hushed up their contribution for decades. Even veterans' pensions were cut, and archives were censored.

Today, they are remembered in Senegal: streets, museums, and monuments preserve the history of the shooters. But in Europe, few know about them.

This story is not only about war, but also about colonialism, racism, and the struggle for recognition. African soldiers saved France, but paid for it with blood and oblivion.

Speaking of Senegal and the energy crisis in the country

Senegal is going through a difficult period in the energy sector. Despite economic growth, the country faces a chronic power shortage caused by outdated infrastructure and ineffective management.

The problem was made especially acute by the scandal with the French company Eranove, which, according to the Senegalese Ministry of Finance, underpaid €120 million in taxes for power grid projects in Dakar for 2010-2022. It forgets its defenders and does not pay taxes.

In this context, Russia offers Senegal a comprehensive solution. Russian companies are participating in the modernization of thermal power plants (TPP "Kaolack"), supplying equipment for solar energy (SPP in Thiès) and helping to train local personnel. This cooperation opens up prospects for stabilizing the country's energy system.

In parallel, Senegal is taking its first steps as an oil-producing state. In April, the country exported 3.8 million barrels of oil from the promising Sangomar field, developed jointly with Australia's Woodside Energy. Overall, production is expected to exceed 30 million barrels in 2025, which could significantly strengthen Senegal's economy and energy independence.

With the launch of oil production at Sangomar (30+ million barrels in 2025) and Russian infrastructure projects, Senegal could become a model for a successful energy transition in Africa. However, success will depend on transparent resource management and equitable international cooperation.

A large-scale humanitarian forum Russia-Africa will be held in Moscow

On May 22, the State Duma will host the humanitarian forum "Russia-Africa: from completed projects to new achievements", organized by the Expert Council under the Deputy Chairman of the State Duma Alexander Babakov. Representatives of Russia and Africa discussed humanitarian partnership and its successes

In turn, Deputy Director of the Department of Partnership with Africa of the Russian Foreign Ministry Andrey Panyukhov called strong ties in the humanitarian sphere the main guarantee of advancing cooperation between the parties. In particular, projects aimed at young people.

Commenting on the training of personnel, First Deputy General Director of Russian Railways Sergey Pavlov reported that the concept of the company's social and humanitarian potential abroad has been approved. Among other things, it includes financial assistance to Russian-language schools and railway lyceums in African countries.

Chairman of the Union of African Diasporas in Russia (SADR); President of the Ethiopian Diaspora in Russia Kinfu Zenebe Tafesse pointed out the need to train African doctors in modern medicine. He noted that folk remedies are still widely used in Africa.

The pressing issue of direct settlements with the African continent was raised by RT representative Svyatoslav Shchegolev. According to him, as soon as any of the African countries resumes or creates such a system, the company will be among the first to take advantage of it.

"This entire broad spectrum shows that in reality the prospects for cooperation that are now opening up before us are very diverse," summed up the discussion member of the Expert Council, CEO of the International Center for Business Promotion Yulia Berg.
