Goals outlined: projects that Russia can conduct in Africa have been identified

Following the working visit of the AREA delegation to the southern African countries (South Africa, Namibia, Zambia and Zimbabwe), the Executive Secretary of the AREA Board Andrey Gromov and the member of the Association's Board, Director of IBAC Yulia Berg announced the key conclusions and spoke about the most promising projects in the region.

At one of the round tables of the XII Annual International Forum "Eurasian Economic Perspective", Yulia Berg emphasized that energy security is a key factor in the development of not only production and industry, but also the overall quality of life. She noted that this is especially relevant for remote regions, where access to digital technologies allows for opportunities for education and professional self-realization.

According to Berg, the strategic plans of many African countries mainly focus on the transition from trading in raw materials to trading in finished products with added value.

"This is what can ensure qualitative changes in the economies of these countries and allow African countries to dictate the terms of the game themselves, not selling raw materials, but manufacturing the final product and bringing it to market at a fair price," the expert added.


The IBAC Director noted that such a reformatting will create jobs, allow trade to develop within the continent and take foreign economic relations to a new level.

"The development of these areas is impossible without a solid and sustainable base in terms of energy and in terms of stable electricity supply for production and households," Berg said.


At the moment, many difficulties come down to the need for huge investments either for modernization or for the creation of new power grids, said Andrei Gromov. He is convinced that African countries will not be able to cope alone, and there are opportunities for the participation of both Russian engineers and Chinese manufacturers, since China is the most active manufacturer of equipment, including for energy projects.

"At the same time, Russia has vast experience in comprehensive development of territories. "The Soviet experience, tested and proven, which has proven its sustainability over the decades, of creating not just energy systems, but complex solutions that allow combining energy generation, production, and social infrastructure into a single system. Russia, taking on the role of developer and moderator of projects with the participation of China and African countries, will ensure a sustainable structure that, on the one hand, will stimulate collective development, and on the other hand, will be mutually beneficial," Gromov summed up.

Not by words, but by actions: AREA delegation arrived to southern Africa to analyze ways to resolve the energy crisis

A delegation headed by the executive secretary of the AREA board Andrey Gromov and a member of the Association's board Yulia Berg visited the countries of the southern part of the African continent - South Africa, Zambia, Namibia, Zimbabwe. The delegation also included specialists in the legal and technical areas. The delegates held talks with energy project holders, partners, representatives of energy grid companies, and government agencies.

During this trip, negotiations were held on implementation of solar energy projects, legislation in the field of energy generation was analyzed, measures to support joint ventures and foreign investors were discussed with specialized institutions, and decisions were made to open AREA branches.

At the moment, all these countries are facing electricity shortages and difficulties associated with the state of grid, substations, and basic infrastructure. Thus, in Zambia, due to drought, hydroelectric power plants that previously provided 70% of the country's energy are operating at minimum capacity, and the population is faced with daily power outages lasting 3-7 hours.

At the same time, there is a large-scale demand for the development of energy generation, which is necessary both for the needs of households and businesses, and for the development of industry. Thus, joint projects in the energy sector will lay a solid foundation for cooperation in the energy sector and will allow the development of other industries, expanding the possibilities of international trade.

AREA assessed the potential for building solar power plants in Namibia by driving 1,000 km across the Kalahari Desert

In early December, the AREA delegation, headed by the Executive Secretary of the Board Andrey Gromov and a member of the Board of the Association, IBAC Director Yulia Berg, made a working visit to Namibia.

During the visit, meetings were held with developers of solar power plant construction projects, the energy company NamPower, representatives of government agencies, including the Investment Promotion and Development Council of Namibia, the Antimonopoly Commission, the Council of Traditional Leaders and the local council of one of the villages where solar power generation facilities could be built.

The delegation drove almost 1,000 km across the Kalahari Desert, allowing Russian and Namibian specialists to familiarize themselves with the current state of the energy infrastructure and the state of the power grid, as well as to assess the prospects for building new stations on site.

At the moment, Namibia is experiencing an acute energy deficit, especially during peak hours - in the mornings and evenings. However, the vast territory of the state and regions with high insolation allow us to confidently rely on solar generation not only as a way to cope with the deficit, but also as a potential for exporting electricity to neighboring countries.

The main manufacturer of Africa - South Africa - continues to suffer from loadshedding

During a visit to the South African countries, the AREA delegation, headed by the responsible government secretary Andrei Gromov and a member of the board of the Association, the director of IBAC Yulia Berg visited South Africa.

In the Southern Republic of Continent, a meeting was held with the African co-chair of AREA and the head of the African United Business Confederation (AUBC) George Sebulela. The main topic was the discussion of energy projects on solar generation and the installation of battery storages in regions such as Mpumalanga, Gauteng, quasulu-nalal, and the western Cape.

To date, the energy network of South Africa is considered the most powerful, but it also encounters loads that significantly exceed its capabilities. The modernization of energy networks can improve the situation, the cost of which is estimated at several trillion rands (ZAR). To do this, the country would have to turn to active participation of foreign investors.

Without ensuring modernization of the network and construction of new capacities, the country is faced with regular power outages, which is why households and business are forced to actively use emergency diesel generators. In addition, South Africa produces 2/3 of all electricity of the continent and maintaining such volumes taking into account systemic difficulties and aging of the energy system is becoming more and more problematic.

Solar energy can reduce energy deficit in Zambia

The AREA delegation, headed by the executive secretary of the board by Andrei Gromov, held a number of working meetings in Zambia.

In the Zambian city of Lusaka, representatives of the Association, together with local partners, organized a discussion of already worked out and requiring technical examination and financing of projects, and also discussed a number of strategic issues in the state energy company Zesco and the Ministry of Energy.

Over the past few years, due to drought in Zambia, the largest hydroelectric power station on the Border Lake Kariba, which previously provided a significant fraction of energy, works only at 10-20% of the capacity and is in the process of updating. Because of this, not only Zambia itself, but also the neighboring Zimbabwe, faces the crisis.

The authorities are trying to solve the problem: among other things, a special working group in energy has been created under the president, the government is introducing measures to diversify the generation sources.

However, these measures may not be enough, since the country's authorities intend to actively develop production, including in the agricultural sector. This requires a multiple increase in energy can, and part of the electricity, the country exports to neighboring countries, including the DRC, which also has plans for a significant increase in industrial energy consumption.

Problems and solutions: the State Duma will discuss education opportunities for specialists from Africa in Russia

On December 19, the State Duma will hold a round table on the topic: "Development of human potential and cooperation in the area of education with African countries." The event is organized in accordance with the tasks set by Russian President Vladimir Putin.

We are talking about the Decree on the national goals of the Russian Federation for the period up to 2030 and for the future up to 2036. The head of state instructed to increase the number of foreign students in Russian universities to half a million people by 2030.

During the discussion, the participants of the round table expect to identify current problems and barriers that impede effective interaction in terms of training personnel for African countries.

During the event, requests from African partners for education of specialists for various sectors of the Russian economy will also be identified. For this area, the emphasis is intended to be on highly qualified employees, but blue-collar jobs will also remain in focus.

As part of the discussion, the features of education of specialists for the offices of Russian business structures on the African continent will also be studied. To do this, it is necessary to develop a unified approach and establish interaction between educational institutions, the state, and business.

The discussion will be joined by representatives of relevant ministries, unions and associations, the Accounts Chamber and leading educational institutions, as well as members of the State Council Commission on International Cooperation and Export and Personnel, the BRICS Business Council, the Chamber of Commerce and Industry, and the Russian Union of Industrialists and Entrepreneurs.

There are proposals and there are ways to implement them: Moscow discussed education for African countries

On December 19, the State Duma held a round table "Development of human potential and cooperation in education with African countries". The discussion participants were also the responsible secretary of the board of AREA Andrey Gromov and a member of the board of the Association, director of the International Business Acceleration Center Yulia Berg.

In total, more than 30 expert reports were presented at the event, demonstrating the most serious problems in the field of education and proposing solutions.

The main result of the round table was a resolution. It included initiatives and proposals for government bodies.

The experts insisted on the need to reduce administrative barriers for students and specialists. In particular, for this purpose it is necessary to simplify visa procedures and simultaneously create joint scientific and educational programs. In addition, it is important to develop a legislative initiative that would allow for greater support for the exchange of students, their internships, as well as scientific research.

Opening the discussion, Chairman of the Expert Council on Development and Support of Comprehensive Partnership with African Countries Alexander Babakov noted that the round table was the start of a series of events within the framework of the Russia-Africa Humanitarian Forum. In his speech, he emphasized that today the humanitarian sphere is coming to the forefront in the world.

"Let's take advantage of this situation, because we are doing it better than anyone else," Babakov urged.


In turn, Ambassador-at-Large, Head of the Secretariat of the Russia-Africa Partnership Forum Tatyana Dovgalenko pointed out the importance of the continuity of the experience of the Soviet Union.

"For example, Africa is now asking Russia to further expand the state quota for education, open branches of Russian universities in African countries, train teachers and send Russian teachers to the continent," the expert clarified.


The Expert Council on Development and Support of Comprehensive Partnership with African Countries will continue to hold events dedicated to personnel training, education, culture and the humanitarian sphere. Deputy Chairman Nikolai Novichkov reported this, specifying that the cycle will end with a review of the achievements and projects that will be launched or have already been launched.

The problem of personnel shortage in Russia can be solved with the help of specialists from Africa

Chairman of the Commission for Work with African Diasporas of the Russian-African Club of Moscow State University named after M.V. Lomonosov, President of the Diaspora of Cameroon in Russia Louis Gowend offered his vision of how to establish joint work between the Russian Federation and Africa in terms of personnel training.

During the round table "Development of Human Potential and Cooperation in Education with African Countries", he voiced a number of tasks that need to be solved.

According to the expert, it would be useful to support the initiative to open Russian schools, colleges and universities in African countries. At the same time, it is worth developing a program for retraining and advanced training of African specialists for their subsequent invitation to Russia.

Louis Gowend noted that assistance is also needed by Africans who are already in the Russian Federation. In particular, social programs are needed to adapt students to avoid cultural shock, and Russian language courses. In addition, Russian companies are reluctant to hire African specialists or provide internships. This problem can be solved by creating a motivation mechanism for enterprises.

"If there is a motivation system for the company, this will also create a positive image for studying in Russia," explained the President of the Cameroonian Diaspora.


Commenting on the problem of acute shortage of personnel in Russia, he proposed creating a database of graduates of Soviet and Russian universities to track their careers, areas of activity, and employment needs.

"Today they said that there are difficulties in finding specialists who know Russian at enterprises in Africa. This is a paradox. Because at the same time, there are many specialists who do not work in their profession or do not work at all, even though they want to. All this is because there is no single database. This will simplify many issues," the expert believes.


He also proposed keeping records not only of Africans who have already received their specialty, but also of students. This will allow companies to know how many new specialists they can attract within five years.

Andrey Gromov, the responsible secretary of the board of AREA, agrees with Louis Gowen. According to him, today 30% of the heads of African energy companies and government agencies are graduates of MPEI and other Soviet universities.

"This is a huge strategic reserve that has been working for years," Gromov is convinced.


At the same time, he notes that with a population of one and a half billion people on the continent, this is only 0.3%, which is not enough.

"Therefore, it is necessary to create representative offices of Russian universities in Africa," the executive secretary added.


However, all of the above is difficult to implement if the procedure for obtaining work visas for citizens of African countries remains as complicated.

"It is extremely difficult and almost impossible to obtain a work visa for Africans who would like to get a job in Russia. The process can be simplified by using, for example, similar patent systems as for migrants from Central Asia," Louis Gowend summed up.

Russia and IAEA to help Zimbabwe combat energy shortages

Zimbabwean Energy Minister Edgar Moyo has announced the country's interest in developing small modular reactors. Zimbabwe sees Russia and the IAEA as its main partners in this area.

"They have declared their readiness to take us through all the stages until we reach the goal," local media quote Moyo as saying.


Zimbabwe expects to reach 4,000 megawatts by 2035. This is expected to bring the country closer to energy independence.

Along with nuclear energy, Zimbabwe is focusing on renewable energy sources. To this end, the authorities are expanding their portfolio. This, in turn, will allow the country to generate 2,000 megawatts by 2030 through solar, wind, and mini-hydroelectric power plants.

Zimbabwe currently generates about half the required electricity.

However, this country has problems not only in energy. During the working visit of the AREA delegation to Zimbabwe, it became known that Harare is especially interested in the participation of Russian companies in the modernization of water supply and sanitation systems, as well as the construction of treatment facilities.

Thus, every day only the capital needs 3,000 megaliters of water, but the need is only half covered. The second largest city Bulawayo, considered the industrial capital, is experiencing the same difficulties.

Cholera outbreak in Zimbabwe is a logical consequence

In early January, a cholera outbreak was recorded in the suburbs of the Zimbabwean capital. At least 60 people were infected, at least one person died. What happened is not unexpected, but quite a logical consequence.

The fact is that in addition to energy shortages, Zimbabwe faces a number of problems with water supply and sanitation systems. Among other things, water from the only artesian well is simply not purified, and open wells are flooded with spills of sewage.

The authorities are looking for ways to provide the population with safe drinking water, but this is only stopping the symptoms, and not the root cause of what happened.

Harare alone needs about 3,000 megaliters of water daily. To provide the city with such volumes, the country needs large energy capacities. The situation is also aggravated by the fact that Bulawayo, the second largest city in Zimbabwe and the industrial capital, faces the same problem.

Only a solution to the energy deficit problem can help in modernizing and creating new water supply systems and water treatment facilities. The most effective would be the implementation of projects to build water treatment and power generation facilities simultaneously. This would cover the shortage of electricity needed for the water treatment facility, and sell the surplus.

In any case, Zimbabwe hopes to speed up the solution to the problem with the participation of companies from other countries, including Russia. The possibility of building small modular reactors was already discussed with the Russian side last year. The target of reaching 4,000 megawatts is planned within ten years.

There is a request, the answer will not take long to come

The African Energy Summit "Mission 300" was held in Tanzania, its main topic was connecting 300 million Africans to electricity by 2030.

According to official data, today about 600 million residents of the region do not have access to electricity. In order to reduce this figure, the authorities of African countries, banks and various structures are calling for the active participation of the private sector, public figures, foundations, and other states in solving the problem.

It is already known that the World Bank, the African Development Bank and their partners will allocate over $50 billion to achieve the goal. However, this amount is not enough. According to the authors of the "Mission 300" plan, it is necessary to attract at least $90 billion.

Decisive measures were taken by Tanzania. Its Foreign Minister Mahmoud Thabit Kombo asked the Turkish government for help. In an interview with Anadolu, he invited the Turkish authorities and Turkish energy companies to take part in the project.

The invitation was responded to, but not yet at the official level. Thus, East Africa expert Fatih Ilhan, who was at the summit, admitted that Turkish companies could well implement "smart" villages with solar power plants, wind turbines, etc.

Russia is also actively engaged in the energy issue on the African continent. A year and a half ago, Russian President Vladimir Putin stated that Russian companies were developing over 30 energy projects in 16 African countries. Over time, their number has grown, for example, Rosatom alone has signed more than two dozen memorandums of cooperation with African countries.

At the end of 2024, the Russian Ministry of Energy stated that it sees prospects in such areas of cooperation as the oil and gas sector, modernization and construction of network infrastructure, as well as digital technologies in the fuel and energy sector. Moreover, interaction in the field of education for the energy industry is also considered promising.

Nigeria and Egypt discuss cooperation in nuclear energy and quantum technologies with Russia

African countries continue to express interest in working with Russia. Energy remains one of the key areas.

Thus, on the sidelines of the African Union summit, Nigerian Foreign Minister Yusuf Tuggar reported on the ongoing negotiations between the countries. Among the topics discussed are nuclear energy, mining, etc.

"We are discussing opportunities in many areas - in nuclear energy, in mining, we are discussing investments made back in the days of the USSR, which need to be continued... we are waiting for Russia and hope that it will focus more on Nigeria, and not only on the Sahel countries," he said.


In parallel, Rosatom began discussing cooperation with Egypt in the field of quantum technologies. The CEO of the state corporation, Alexey Likhachev, said that quantum technologies are "the future" and their development is closely linked to the nuclear industry.

In addition, Rosatom offered Egypt high-tech projects in medicine, including supply of the Tianox device, as well as construction of a desalination plant similar to the one being built at the Turkish Akkuyu NPP. This plant will provide water not only to the nuclear power plant, but also to a recreational area in northern Egypt, which is being developed by President Abdel Fattah al-Sisi.

Today, Rosatom actively cooperates with more than 20 African countries, including Nigeria, Rwanda, Ghana and Egypt.

It is in Egypt that the joint El-Dabaa NPP is currently being built, four units of which are to be commissioned by 2030. It is expected that this year investments in the station will exceed the scale of expenses for Akkuyu. According to Likhachev, this is the largest construction site on the planet.

At the same time, Rosatom does not intend to stop at just one station.

"We still hope that these are the first four units, and after them there will be a further expansion of nuclear technologies on the agenda of the Arab Republic of Egypt," the CEO of the state corporation said.

South Africa may choose Russia and Iran for its nuclear project

South Africa is considering cooperation with Russia and Iran to expand its civilian nuclear capacity, a move that could complicate relations with the United States and delay the renewal of a strategic energy deal between the countries, Reuters reports.

South Africa, home to the continent's only nuclear power plant, the Koeberg, is planning to add 2,500 megawatts of new capacity to combat power outages and reduce emissions. The country has announced a tender and, according to Minerals and Petroleum Resources Minister Gwede Mantashe, Russia and Iran will not be excluded from it.

"If their proposals are the best, we will choose them," he stressed.


The statement has caused concern in Washington. Earlier, US President Donald Trump signed an executive order limiting aid to South Africa, citing its alleged military and nuclear cooperation with Iran. South African authorities have denied the allegations.

A South African nuclear tender planned for last year has been delayed by legal wrangling. Meanwhile, work is underway on a new US-South African nuclear cooperation agreement (the 123 Agreement), which is needed to export nuclear technology and fuel from the US.

The previous agreement expired in 2022. According to Zizamele Mbambo, an official in the South African Department of Energy, the negotiations have been completed at a technical level, but the signing is being delayed by legal procedures.

Analysts say South Africa's decision to turn to Russia and Iran could heighten geopolitical tensions and slow the restoration of cooperation with the US.

The Power Africa program was launched in 2013 under President Barack Obama and was funded by the US Agency for International Development (USAID). The State Department said that programs that do not meet the interests of the United States will no longer be supported. Most of the employees have already been fired.

On March 6, the Expert Council on the Development and Support of Comprehensive Partnership with African Countries under the Deputy Chairman of the State Duma of the Federal Assembly of the Russian Federation Alexander Babakov will hold a round table "Information Bridge: Russia - Africa". The event is co-organized by AREA.

The need to hold a round table is due to the information blockade from the West and insufficient coverage of bilateral relations in Russian and African media. In this regard, the experts set themselves a number of tasks.

During the event, invited experts, including Russian and African journalists, bloggers, diplomats, analysts and businessmen, developed specific proposals and recommendations on the use of media and the blogosphere to develop Russian-African relations and promote applied projects.

In his report, Alexander Babakov emphasized the need for state participation in resolving problems in media communications.

"There are a lot of institutions and a lot of resources for this. Today, they must be treated very carefully and seriously," Babakov noted.


The official representative of the Russian Foreign Ministry, Maria Zakharova, pointed out the fact that there are currently no African media outlets accredited on a permanent basis in Russia, so journalists from Africa are involved in covering events in the Russian Federation on an ad hoc basis rather than on a regular basis.

"It is important to continue contacts between Russian and African media. Strengthen cooperation through educational programs, press tours and large media conferences," the diplomat proposed solutions.


The director of the Institute of Africa of the Russian Academy of Sciences, Irina Abramova, noted the importance of attracting African bloggers and insisted on the need to broadcast not only in major African capitals, but also in the provinces.

"Africa is young, open to new things, and it should not be presented only as a poor and hungry territory," Abramova concluded.


Journalist and presenter from Cameroon, member of the Globus expert club Clarisse Wiydorven stated in her speech that covering Russian-African relations in the global media landscape requires attention to traditional and new media.

Head of the RT African Production Service, Svyatoslav Shchegolev, said that the media in Africa are finding new ways to convey information to viewers. This often happens despite pressure from the West.

Editor-in-chief of International Reporters Victoria Smorodina dedicated her speech to France, which is losing influence on the continent, specifically pointing out the recommendation of the former metropolis not to fight pan-African demands, but to support the creation of an independent Africa.

The results of the round table were summed up by the executive secretary of the board of AREA Andrei Gromov. He presented the provisions of the resolution with recommendations on measures to stimulate Russian-African cooperation in the information sphere.

"We know of a number of business projects that simply fell apart because there was not enough coverage and explanations in the media. Mass communications and feedback should not be ignored when building business and economic ties," Gromov summed up.
