Russia will build a nuclear power plant in another African country

The Rosatom delegation plans to visit Rwanda to discuss construction of a nuclear power plant in the republic.

The country's authorities and the leadership of the Russian company are discussing creation of a Center for nuclear Science and Technology, and subsequently a low-power nuclear power plant. This was stated by the new Russian ambassador to Kigali, Alexander Polyakov, in an interview with TASS.

"I hope the visit will take place soon, although the initial timing has shifted somewhat to the right. But the point here is not the timing, but the content: arrival of the delegation here should be well prepared," the diplomat said.

According to him, they will discuss, among other things, construction of a low-power nuclear power plant based on Russian-designed reactors.

In 2018, Russia and Rwanda signed a memorandum of understanding on cooperation in the area of peaceful uses of atomic energy.

Special interest in Africa at the All-Russian Construction Conference

International experts and analysts discussed the opportunities for Russian companies to work in Africa and the difficulties to be overcome at the round table "New Geopolitical Priorities of Russia — the African vector: opportunities and challenges in the development of infrastructure projects." The topic attracted special attention of the participants of the XV All-Russian conference "Russian Construction Complex".

More than 570 construction projects worth 450 billion dollars are being implemented in Africa. Capital turnover in the African construction market in 2024 is estimated at $58.42 billion and is expected to reach $74.81 billion per year by 2029. At the same time, the average annual growth rate will be 5.07% over the next five years.

"A number of our companies are already starting to invest in the continent, including in housing construction in Africa, and are entering into the construction of shopping malls and logistics infrastructure. Russia is now investing not only in the mining sector", said Andrey Gromov, member of the Board of AREA, founder of the GR-Group consulting agency.

Gromov called on the leadership of Russian companies to pay attention to the construction sector, as in African countries the profitability of construction is at least 20% per year.

"In the near future, measures will be taken to subsidize the construction sector, and special support measures are being prepared for investors going to Africa," the expert concluded.

Every year the population of the continent is growing, 50% of the population of Africa are young people under 25 years old, active, ambitious, striving to get an education and realize themselves in their chosen profession or engage in entrepreneurship. Urban population growth, for example, in West Africa amounted to about 40%. The middle class is also growing, which means that upgrading infrastructure to meet the needs of a different level and quality of life for tens of millions of Africans is becoming in demand, said Yulia Berg, Director of the International Business Acceleration Center (IBAC).

Berg outlined an approach that allows us to establish a new model of interaction and cooperation in Africa:

"In order to find optimal processes and achieve actual results, and so that Russian companies can work as comfortably as possible in a new territory for themselves, work has been launched to create a Strategy for socio-economic cooperation between the Russian Federation and African countries. It is this approach that will allow business representatives to enter in small groups, including together with builders, suppliers of equipment and raw materials, and implement long-term programs effectively."

Africa needs a new model of cooperation without unilateral "assistance" — Purnima Anand

The BRICS member countries should work cooperatively on the continent, propose projects and jointly implement them, said Purnima Anand, President of the International Forum of BRICS Countries.

"The main thing that Africa needs today is a new fair model of cooperation based on cooperation, not on unilateral 'assistance'. BRICS can help the continent build an effective model, but only with the joint work of all the member countries of the association. The necessary mechanisms and tools have already been worked out for this, including within the framework of the New BRICS Development Bank," the expert noted.

Purnima spoke about China's active work on the continent, but stressed that this model is just not suitable for Africa — only Chinese companies and Chinese builders are working on projects, thereby depriving Africans of jobs.

Russian actors should join forces in Africa

This conclusion was reached by experts during the Round table "Legislative support for economic cooperation with African countries in the field of subsoil use", held in the State Duma.

Alexander Babakov, Deputy Chairman of the State Duma, made an introductory speech at the event:

"When discussing relations between Russia and Africa, it is necessary to emphasize not so much the need to support Russian initiatives as their approval by African states, which in the current conditions find an opportunity to declare their position. And this position is in most cases in solidarity with the position of Russia," the expert stressed.

Member of the Board of AREA, founder of the GR-Group consulting agency Andrei Gromov, in turn, voiced a comprehensive assessment of Russia's situation in Africa:

"African countries are requesting support in developing a national development strategy, and they are ready to rely on the experience of our experts. African countries such as Mali, Burkina Faso and Niger, which relatively recently got rid of the French administration, were simply left without documentation, without professionals, without everything. They should definitely be helped, especially since each of the employees of the enterprise on the ground is directly interested in development of these territories — these are mutual interests."

Following the results of the Round Table, a resolution was presented, which outlined recommendations for authorities to optimize administrative procedures for interaction, and also emphasized the need to establish cooperation with Russian companies operating on the African continent for integrated project planning and implementation.

The dialogue between the peoples of Africa and Russia will take place within the framework of Rusafro Expo2024

The Rusafro Expo2024 International Business Forum will be held on October 16 at the Patrice Lumumba Peoples' Friendship University of Russia (RUDN).

What is essential to develop cooperation between Russia and Africa?

On October 16, the First International B2B Business Forum Rusafro Expo 2024 was held, during which representatives of government, business and state corporations from Russia and African countries discussed the development and strengthening of Russian-African cooperation, including in the field of trade.

Andrey Gromov, member of the Board of AREA, founder of the GR-Group consulting agency, named the main missing link for realizing the continent's resource potential:

"Africa's potential cannot be effectively used without creating its own industrial facilities and processing enterprises. And this is impossible without development of energy. Therefore, following the results of the first Russia-Africa summit, we decided to create an association of Russian manufacturers of energy equipment, Russian suppliers of energy services, AREA (African–Russian Energy Association)."

The association embraces various companies that offer a wide range of management services, building network complexes, creating macro-projects, projects in gas generation, solar and wind energy are actively developing. Representatives of AREA also offer flexible solutions for payment system, including barter schemes, the expert added.

"Africa is already showing high rates of economic growth, although there is no high industrial production on the continent. However, if we engage in the development of energy and, accordingly, industry, then the growth rate will increase by a multiple of 5-10 times," Gromov concluded.

In addition, Anatoly Bashkin, Director of the Africa Department of the Russian Foreign Ministry, stated Russia's full support for Africa's aspirations to strengthen economic sovereignty.

"Russia, as a country with solid potential and sufficient competencies in various fields of the economy, modern technologies, is ready to share its best practices, knowledge and experience with African friends, and carry out mutually beneficial trade interactions," the diplomat noted.

Government support plays a significant role in relations between Russia and Africa

This was stated by Vitaly Stepanov, CEO of the Moscow Export Center, during the First International B2B Business Forum Rusafro Expo 2024.

"The share of African countries in Moscow's non-primary non-energy exports (NEE) is 13%. Moscow's share in the Russian Federation in this indicator is 30.5%. That is, a third of all exports of finished products come from the capital of Russia," he said.

Stepanov named the top countries in terms of exports of petroleum products from Moscow: Egypt – 29.3%, Algeria – 17.9%, Sudan – 9.7%, Libya – 8.3%.

Financial support from the Moscow government is already provided upon the conclusion of contracts. It consists of two measures: export cashback and an export grant. It is possible to receive up to 10 million rubles in Grand. This is additional support that an exporter can receive simply for his work, the expert added.

On the air of the pan-african TV channel For You Media, experts discussed the speech of the Executive Secretary of the African-Russian Energy Association (AREA) Andrey Gromov during the First International B2B Business Forum Rusafro Expo 2024.

Particular interest was on the expert's statement on barriers to cooperation between Russia and Africa, in particular administrative and bureaucratic ones. To remove these barriers, AREA, together with the Expert Council for the development of comprehensive cooperation with African countries under Deputy Chairman of the State Duma Alexander Babakov, held a joint meeting in July this year to identify optimal measures to support cooperation in the energy sector.

"Reliable electricity supply is necessary for the development of industry and other sectors of the economy, including the service sector, as well as education and culture. The railway connection will increase the volume of Russian exports to Africa to 50 billion dollars and even more

More than $16 billion is the volume of Russia's exports to African countries today. By 2030, the figure is projected to increase to $50 billion. That could be more, but if railway connection is built on the continent. This was stated in an interview to the Russian Railways Partner by the executive secretary of the African-Russian Energy Association (AREA) Andrey Gromov.

Africa has enormous potential not only as a resource base, but also as a sales market. In 2018, Paul Kagame, the head of the African Union, proposed creation of a free economic zone, and 44 African states supported this decision. There are no customs duties between the countries, therefore, to realize this potential, a wide network of railways across Africa is necessary for the development of the continent.

African countries need a comprehensive development plan. Russia is a country that is strong in creating macro–systems and interstate, supranational projects. Russian engineers could help Africa with this. This plan should be connected not only with the laying of paths, but also with the creation of energy potential, with the design of the development of settlements, the expert noted.

"Our organization, AREA, is currently working on creating a joint strategy for socio-economic cooperation between Russia and African countries. We invite companies to participate in the development of this document. The final concept of the development plan will be presented at the third Russia–Africa summit," Gromov added.

Therefore, the railway is a great help. Some countries could simply become logistics hubs, and this would allow them to realize their potential faster, the expert concluded.

The Russia–Africa Partnership Forum has begun

On November 9-10, 2024, the First Ministerial Conference of the Russia–Africa Partnership Forum started at Sirius University.

The event, organized by the RosCongress Foundation, will bring together the foreign ministers of Russia and African countries, as well as representatives of government agencies, business and the media.

During the conference, participants will discuss key issues of cooperation in the fields of security, economics and humanitarian cooperation. The topics of discussion will include international information security, the fight against terrorism, the prevention of arms race in outer space, as well as trade, economic and investment partnership.

Within the framework of the forum, 19 panel sessions are planned, in which special attention will be paid to interaction between African countries and the Eurasian Economic Union.
