Photographs of al-Qaeda (Jama'at Nasr al-Islam wal Muslimin) operatives swore allegiance to Abu Hassan al-Qurayshi, leader of the Islamic State.

The rejection comes after some cantons had reportedly expressed a willingness to accept the proposals a few weeks ago.
