Multi users means, if you create a new user in your phone, Dolby and DTS will be working properly also at the new user that you create like the main user.

You can disable your Android Signature Verification using Lucky Patcher Patch to Android Magisk Module option. If you re-enable the signature, Dolby and DTS cannot be installed and will not works.

For AOSP signatured ROM, it's no need to disable signature because I'm using AOSP signature key for signing.
