• I spoke yesterday with Vice President Vance, who called me from his plane on the way back from Pakistan, and detailed the developments in the negotiations — in this case, the collapse of the talks.
• The collapse came from the American side, which could not tolerate the blatant violation of the agreement. The understanding was to stop the fire, and the Iranians would immediately open the straits. They did not do that.
• Vance also made it clear to me that the main issue from Trump’s perspective is the removal of all enriched material and ensuring that there will be no more enrichment in the coming years — possibly for decades — no enrichment inside Iran.
• We support Trump’s firm position to impose a naval blockade on the Iranians.

• The blockade will be enforced in the Gulf of Oman and the Arabian Sea east of the Strait of Hormuz, and will apply to all vessels regardless of flag.
• Any vessel entering or leaving the blockaded area without authorization may be seized or diverted.
• The blockade will not interfere with the innocent passage of neutral vessels through the Strait of Hormuz to or from non‑Iranian destinations.
• Humanitarian shipments such as food, medical supplies, and other essential goods will be permitted subject to inspection.
