(Obstruction of an Official Proceeding)

(Disorderly Conduct in a Capitol Building)

(Parading, Demonstrating, or Picketing in a Capitol Building)
It clearly meets the definition of these statues. If you are asking why I would throw Obstruction of Justice in there is very simple they are on the way to a Congress session and trying to influence or impede on others decision on which way to vote.
(b)Whoever knowingly uses intimidation, threatens, or corruptly persuades another person, or attempts to do so, or engages in misleading conduct toward another person.
