🇺🇸⚡️ — President Donald Trump has issued an executive order mandating a comprehensive reform of the U.S. Navy's shipbuilding industry, citing rising costs, delays, design complexity, and insufficient production capacity.

Among the key directives:

Aircraft Carrier CVN-81: Within 60 days, the administration will develop a plan to replace the EMALS electromagnetic catapult and the Advanced Weapons Elevators with traditional steam and hydraulic systems.

Foreign Shipbuilding: The administration will seek to implement the "Finnish Model," allowing foreign shipbuilders to participate in the construction of up to three types of vessels, provided that they establish or acquire a shipyard in the U.S., train American workers, transfer relevant technology, and create a U.S.-based supply chain. The first two ships may be built abroad, with subsequent vessels built in the United States.

New Surface Combatants: The Navy will develop a new procurement approach aimed at acquiring affordable and reliable surface combatants capable of anti-submarine warfare, surface warfare, and convoy escort.

Fifth Navy Shipyard: A plan will be developed to establish a fifth public Navy shipyard, including additional dry dock capacity for nuclear submarines and aircraft carriers.

Submarine Repair: The administration will establish a Component Repair Center designed to maintain at least one full set of spare equipment for Los Angeles, Virginia, Seawolf, Ohio, and Columbia-class submarines.

NAVSEA Reform: The Naval Sea Systems Command (NAVSEA) will undergo a review aimed at reducing bureaucracy, increasing accountability, and preventing redesigns of already proven ship designs.

The primary goal of this order is to increase production capacity and competition in the U.S. shipbuilding industry, while reducing the costs and time required for the construction and maintenance of Navy vessels.
