Do we have a lawyer here who knows about German law when it comes to which help a non-EU-citizien can get in Germany and is willing to help someone in crisis?

Or maybe someone who knows such a lawyer?

The person in question is a university student currently in Germany with visum.
We need to find out whether they can be approved for getting social help (for example social workers, crisis home and the like).

I tried to find out but I didn't study law and could use some help. Maybe you are a lawyer, know a lawyer or managed to do this in the past?
