They don't mention refugees in particular, because they can't...
They only mention Refugee Shelters, which we know, are likely housing criminals who should have been immediately deported on arrival.
They can try to centre the concerns of communities around Skin Colour if they like, but they look like dumb pricks doing it.

"I'm not a racist but" is NOT a common opening statement.
