Why hasn't the government set up a repatriation agreement with Nigeria in the 25 years their citizens have been allowed to abuse the asylum system?

Little know rule, but the Dept of Justice is able to cancel the refugee status of anyone who goes back to their own country for any length of time. It's never used.
