EU ambassadors have agreed to target people who they believe have carried out destabilizing activities on behalf of Russia around the globe.
The updated list includes John Mark Dougan, a dual American-Russian citizen and former deputy sheriff from Florida who settled in Russia nearly a decade ago.
A former colonel in the Swiss Army, Jacques Baud, is also listed for acting "as a mouthpiece for pro-Russian propaganda and making conspiracy theories" .
Baud was "surprised" to be called a "propagandist," noting that he analyzes the conflict over Ukraine and never makes propaganda in favor of one side. He had rejected multiple requests from Russian media such as RT, "because I did not want my analyses to be instrumentalized by the parties". "I have never received a single ruble or euro from Russia. I am never in the Russian media. I have never written anything on behalf of anyone."
In May, the 17th EU sanctions package listed the two German citizens and journalists living and working in Russia, Alina Lipp and Thomas Röper, as well as the German journalist Hüseyin Doğru. The accusation against them is similar to that against Baud and the others who have now been targeted: they are said to have spread "Russian propaganda" and contributed to "destabilizing activities" through their reporting.
For all those affected by the sanctions, there are hardly any legal possibilities to take action against the EU measures.

The continental bloc and the country signed a Memorandum of Understanding on “Digital Credentials, Digital Identity Wallets and Trust Services,” one of several deals to work together on emerging technologies.
The MoU refers to the Canada-EU Summit Joint Statement of June 23, 2025. That statement included a commitment by each to align their digital frameworks “to establish interoperable digital identities and digital credentials to facilitate interactions between our citizens and our businesses.”
In the wake of that statement, the Digital ID & Authentication Council of Canada (DIACC) endorsed the prospective digital trade agreement and chance for mutual recognition of digital IDs.
Now, the EU and Canada will explore the creation of a “dedicated forum for regular expert dialogue” to facilitate joint testing of credentials, including those using digital identity wallets. They will collaborate on joint use cases and pilot projects to advance cross-border interoperability, building on Canada’s new digital ID framework and the EU Digital Identity Wallet framework. The respective governments will also work together on sharing information and best practices, jointly test digital credential technologies and explore approaches to standards formation, and discuss the path to future mutual recognition, according to the MoU contained within the parties’ joint statement."
