Dr. Tracy Høeg tells Congress that the highest quality scientific evidence has consistently shown that masks do not work, school closures were not necessary, and six feet of distancing was not based on science:

"We've had evidence prior to the pandemic that masks were largely ineffective at preventing community transmission of influenza and other upper respiratory viruses, and we did not obtain any new high-quality evidence during COVID-19 that masks are an effective mitigation strategy.

We have several confounded observational studies, many of which were actually published by the CDC, that have severe flaws in them, that unfortunately led people to believe that masking children was going to be effective and necessary to keep children in schools.

But the highest quality data we have, for example, from a Cochrane review of randomized studies, has not found evidence that masks are effective. It wasn't science-based, and the six feet of distance was arbitrary... We should have by default kept our schools open, but instead, we required non-evidence-based mitigation strategies as a prerequisite for getting our children back into school."

UCSF epidemiologist Dr. Tracy Høeg, who published extensively on COVID-19 transmission in schools, testified before Congress that the CDC's school closures caused significant harm to American children, contradicting European nations and the scientific evidence:

"The first data out of Wuhan showed children had a greater than a 1000-fold decrease in mortality compared with elderly adults, and Europe in Spring 2020 showed no corresponding increase in community transmission related to school reopenings and minimal transmission within schools... There was an implicit understanding across Europe that children must have a safe happy environment to return to before parents can return to work. Where was that sentiment in the US?

In the Fall of 2020, in stark contrast to Europe, the CDC set reopening guidelines that put greater than 90% of the country into the most restrictive tier for reopening based on arbitrary community transmission levels, which we had already seen from Europe were not necessary to reopen schools. This resulted in less than 25% of students across the US returning to full-time in-person school... I researched in-school transmission in Wood County, Wisconsin, and published with the CDC, finding that in-school transmission was minimal over the fall semester of 2020, and there was a 37% lower rate in the schools than in the surrounding community...

In disbelief, I watched the CDC that Spring release their new guidelines again, putting more than 90% of the country in the most restrictive tier for school reopening...

We have known from the Spring of 2020 from international data that we should keep schools open as Europe did, yet we chose to risk our children in an attempt to protect adults, but this consequential, deeply unethical decision failed, we gambled with our children and gained nothing for adults, but our children lost so much."
