This is significant. Putin says for the first time ever that Kiev was given the option of removing its troops from Donbass in order to stop the military operation, but they refused. At the same time, the night before the operation the President of Ukraine reassured the people of Ukraine that there would not be a war. Whether what Putin says is true or not is irrelevant because the imminent war was clear: Donbass had already been evacuated of women and children on the Russian side. Ukrainian women and children could also have been encouraged to seek refuge West given Russia had notified the people of Donbass and evacuated them already. You don't evacuate millions of peoole like Russia did if you don't expect an imminent war. It seems that not doing so was a cynical ploy by the President of Ukraine to use women and children as human shields. This is not a hero, far from it.
