Petition for a Grand Jury Investigation Into the CDC and FDA for ‘Willful Misconduct’ Is Accepted by 9th Circuit Court | Just the News and CHD
Oregon State Senators Kim Thatcher and Dennis Linthicum jointly filed a formal petition for a federal grand jury investigation into both the Centers for Disease Control and Prevention (CDC) and U.S. Food and Drug Administration (FDA) on August 16th, Children’s Health Defense reported last September.
On War Room today, Dr. Naomi Wolf announced that the 9th Circuit Court has accepted the Oregon lawmakers petition to formally investigate the agencies for willful misconduct. The complaint alleges the CDC and FDA fraudulently inflated Covid fatalities and case numbers and suppressed life-saving therapeutics.
The CDC adopted a "double-standard exclusively for COVID-19 data collection" that inflated cases and deaths starting early in the pandemic, violating multiple federal laws and distorting mitigation policies, Senators Thatcher and Linthicum told U.S. Attorney Scott Asphaug in their Synopsis of Evidence.
Linthicum said the "incessant case counts" for COVID jumped out at him early, explaining that his service on the legislative health committee led him to recognize "confusion, or inaccuracies, or kind of manipulation" of statistics on influenza-like illnesses versus COVID, according to Just the News.
"It didn't take long to actually see that the data was being scrubbed or sculpted to fit a narrative," he said.
The CDC's National Vital Statistics System told mortality data compilers to emphasize COVID-19 as the "cause" of death in a March 2020 alert, departing from a 2003 federal manual on recording infectious disease as a "contributing factor to death" in the presence of preexisting conditions, the petition letter said.
Regarding COVID diagnosis via RT-PCR tests, the CDC and FDA recommended a high cycle threshold (40) that is widely known to produce false positives by finding insignificant viral loads, Thatcher and Linthicum told Asphaug.
Public health experts raised the same concerns more than a year ago with The New York Times, recommending cycle thresholds of 35 or lower. The newspaper discovered viral loads were too small to be infectious in up to 90% of "positives" in Massachusetts, New York and Nevada.
Vaccinated people, by contrast, are tested using a cycle threshold of 28, removing false positives and making it "virtually impossible for the public to trust the data they are being presented and the public health policies based upon this data," the senators wrote.
The lawmakers' petition also accuses the FDA of withholding "safe and effective evidence-based treatments" just as the Tuskegee study withheld penicillin from black men with syphilis.
They name vitamin D and ivermectin, which have "extensive clinical histories of safety following the administration of billions of doses." Doctors who prescribe these for COVID may face loss of license, fines and imprisonment, Thatcher and Linthicum said.
“Federal agencies like the CDC have committed atrocities in the name of ‘public health,’ resulting in extensive collateral damage that transformed society in ways that we are still grappling to understand,” Senator Thatcher in an official statement.
“The CDC’s unlawful and questionable changes to death certificates related to COVID, the use of false-positive PCR tests and their callous indifference to individual rights — or science, for that matter — led to fraudulent data that was used to justify sweeping policy changes, not only in Oregon but across the country,” Thatcher continued.
“Grand jury petitions are a way for any elected officials or individual to help drive forward an investigation into the widespread willful misconduct surrounding the response to COVID-19,” explained attorney Leah Wilson, Co-Founder of Stand for Health Freedom, the holistic medicine and legal nonprofit behind the petition effort.

Jeffrey O'Donnell also notes that Dominion's trusted build destroyed all data on the EMS drive, including batch records that evidenced the creation of these new databases, which would make the manipulations invisible to election officials.

True the Vote WI Assembly Hearing: An Estimated 138K Ballots Were Trafficked in Wisconsin’s 2020 Election
Catherine Engelbrecht and Gregg Phillips of True the Vote presented testimony about their investigation into ballot trafficking in Wisconsin’s 2020 election.
This “was not the most secure election ever. It was quite possibly one of the least,” Engelbrecht began.
“We’ve watched the mass mail-out of paper ballots to highly inaccurate voter records,” she continued. “The harried installation of by-mail absentee ballot drop boxes, privately funded by billionaire tech magnates. And the hundreds of legislative changes, lawsuits, consent decrees, all that fundamentally altered election processes. And all of this came together in 2020 under the fog of COVID. It’s hard not to look at the confluence of events and come away with any conclusion other than that it was planned.”
True the Vote “formed a working hypothesis, in part, from informant testimonies across the country,” Engelbrecht explained. “It went something like this: If non-profit groups, being funded by CTCL and others, were going to exploit weaknesses in our election process, then the exploitation would likely involve mail ballots (which are notoriously insecure) and the newly introduced and highly unregulated absentee ballot drop boxes.”
It turns out that WEC did not follow through with its stated commitment to CISA’s guidelines for drop box security. Open records requests confirmed that there was no drop box surveillance video available for review in any municipality in Wisconsin except Brown Deer. So True the Vote shifted to commercially available cell phone data.
The group used cutting edge “geo-fence” technology able to track cell phones within “a few inches.” To put the sophistication of the technology into perspective, Phillips quoted Georgetown law professor Paul Ohm, who said, “DNA is the only thing harder to anonymize than precise geolocation data.”
True the vote purchased 10 trillion of cell signals in Arizona, Georgia, Texas, Wisconsin, Detroit, Michigan, and Philadelphia, Pennsylvania.
In Wisconsin, the group looked at 1.1 trillion signals (representing 421K unique devices, 20TB of data) during the period from 10/1 - 11/8, which encompassed several weeks before early voting began on 10/20. This allowed True the Vote to build a pre-election “pattern of life” to help identify the ballot trafficking mules.
The team then narrowed down the surveillance to individuals that visited at least 5 NGO offices and 26 drop boxes during the early voting period (a pattern that was contrary to their previous daily activity); 138 people in Milwaukee, Racine, and Green Bay fit that profile. These individuals made 3,568 visits to drop boxes during the 2020 election. Philips noted that 14 of these traffickers also participated in one or more of the violent riots in Wisconsin in 2020.
There are 5 key components to the ballot trafficking hypothesis, Philips summarized: “inaccurate voter rolls, mass mail ballots, NGOs, privately funded drop boxes, and money.”
“Following the money,” Phillips said True the Vote has uncovered a “nationwide grift around voting” in which not-for-profits orchestrated paid ballot collection, ballot preparation, and harvested ballot delivery operations.
The group estimates that at least 7% of all mail in ballots (138,000 in Wisconsin, 4.8 million nationwide) were trafficked during the 2020 election. “This was an organized crime that was perpetrated on Americans,” Phillips emphasized.
During the Q&A session, Phillips mentioned that while they have the names of the 5 NGOs and 138 individuals, they are unable to release that information due to an active legal investigation.
Engelbrecht concluded by reiterating that ballot drop boxes, mass mail-in ballots, and in particular “dirty voter rolls are the gateway to fraud” in our elections. States must commit to eliminating these sources of cheating, and the penalties for fraud must be severe, she said.
