Spahn sagte laut Teilnehmern vor den Länder-Ministern: Das Robert Koch-Institut stufe „das Risiko für geimpfte Personen als moderat ein“, somit könne angesichts der aktuellen Impfquote die epidemische Lage am 25. November 2021 als bundesweite Ausnahmeregelung auslaufen und beendet werden.
