Sobald der Notstand vorbei ist, wird der Ausnahmezustand beendet. Ansonsten wird der Ausnahmezustand zum Normalzustand erklärt.
Das ist dann im Sinne Carl Schmitts die Diktatur. Der totalitäre Überwachungsstaat ist dann Realität. Ohne Anlass darf jeder überall im öffentlichen Raum kontrolliert werden.
