MSMEs contribute approximately 30.1% to India's Gross Value Added (GVA) (2022-23).

Employment:

They employ over 11โ€“12 crore people, making them the second-largest employer after agriculture.

Exports: MSME products accounted for 45.73% of India's total exports in 2023-24.

Manufacturing Output: They account for nearly 35.4% of India's total manufacturing output.


Legislative Framework & Registration


MSMED Act, 2006:

The primary legal framework for the promotion and development of MSMEs in India.

Udyam Registration:

A permanent, digital registration process on the Udyam Portal. It provides a Udyam Registration Number (URN) and an e-certificate, which is mandatory for availing government scheme benefits.

Delayed Payment Protection

Under the MSMED Act, buyers must pay MSMEs within 45 days. Failure results in compound interest at three times the RBI bank rate.

Major Government Schemes

Emergency Credit Line Guarantee Scheme (ECLGS): Provides collateral-free loans to businesses hit by economic disruptions.

PM Mudra Yojana: Financial assistance categorized into Shishu (up to โ‚น50,000), Kishore (up to โ‚น5 lakh), and Tarun (up to โ‚น10 lakh).

ZED Scheme (Zero Defect Zero Effect): Aims to improve quality standards while minimizing environmental impact.
MSME Samadhaan: An online portal for MSMEs to file cases regarding delayed payments.

ASPIRE & SFURTI: Schemes focused on promoting innovation, rural entrepreneurship, and traditional industries (clusters).

Challenges Facing the Sector

Financial Constraints: Difficulty in accessing formal credit due to lack of collateral and credit history.

Mounting NPAs: Non-Performing Assets in the MSME sector rose to 9.6% of gross advances by 2021-22.

Infrastructure & Technology: High logistics costs (14-18% of GDP) and outdated technology hinder global competitiveness.
