The first minister has accused the Home Office of making up its plans to house asylum seekers in a Highland barracks "on the back of an envelope".
John Swinney made the remarks the day after plans to place 300 men in Cameron Barracks in Inverness by early December were delayed.
He also accused some people who protested outside the barracks of "expressing racist views" - but later said members of the public had legitimate questions about the plans and that the Home Office had not engaged properly with Scottish authorities.
The Home Office said it wanted to avoid rushed plans leading to "unsafe and chaotic situations".
It said it would proceed when facilities were "fully operational and safe".

A man from Afghanistan has been charged with sexually assaulting three women in Southampton, as well as entering the UK illegally.
Sohail Amiri, 30, is accused of approaching a woman and trying to kiss her in Upper Shaftesbury Avenue on Tuesday.
He also faces two sexual assault charges relating to incidents on 23 September, when he allegedly made inappropriate comments and approaches to two women.

Passengers in the UK are being assured there will only be minimal disruption over the weekend following a software issue affecting thousands of Airbus planes.
The aircraft are from the A320 family - used by numerous airlines - and need a systems update before they can fly again.
Airbus issued the alert on Friday after analysis of a flight involving an A320 showed "intense solar radiation may corrupt data critical to the functioning of flight controls".
On Saturday, the UK Civil Aviation Authority said UK airlines had worked overnight to carry out the update where needed and assured the impact to passengers in Britain would be minimal.

Children are among the fatalities in a mass shooting at a child's birthday party in California.
Police said four people had died and 10 were wounded in the incident in Stockton, about 60 miles east of San Francisco.

A disgraced surgeon accused of harming patients is unlikely to ever return from Libya to face justice, a lawyer familiar with the country's legal system has said.
Former NHS Tayside neurosurgeon Sam Eljamel is originally from Libya and is believed to be operating there now.
Suspended from his work at a hospital in Dundee in 2013, Eljamel is accused by dozens of former patients of carrying out life-changing "botched" brain and spinal operations. The claims include removing the wrong body parts.
