Thanks to the fact that the black rooks are stalemated on the kingside, White has possibilities to open the game, without refraining from possible sacrifices:
31.c4! Kg7
31...Nxb4 32.Rb3+–.
32.cxd5 Nxd5 33.f5 gxf5 34.Rxd5 exd5 35.e6 f6 36.Nf7
White chooses a prosaic way to realise his advantage. More energetic, stronger and simpler was 36.Rxd5 Re8 37.Rxf5+–.
36...Ne7 37.Qd4 Nc6
More tenacious was 37...Rd8, after which the most precise way to win is 38.Rd3 Qc7 39.Rc3! Nc6 40.Qf2 f4 41.Nd3! d4 42.Nxf4!+–.
38.Qxd5 Rd8 39.Nd7 Kg6 40.Rf1 Ne7 41.Qd4
Black resigned.

The combination of the moves b2-b3 and Bc1-d2 is unfortunate, so if Black is able quietly to complete his development, he will get a good game. However, his bishop hangs on the c-file:
11.Nxd5! Qxd5 12.b4±
In an open position, White secures the advantage of the two bishops, thanks to which he has a clear advantage.
