This quiet move is the way to add fresh impetus to the white attack. It breaks the pin on f2, after which a fearsome new weapon is added to White's arsenal: the line-breaking f-pawn.

Bird responds with a pawn advance of his own, but at best it can be supported by the queen and rook on h8, while all White's pieces are at hand to support the f-pawn.
23.f4 h4 24.f5 Qh5 25.Rf4! f6?? 26.Nxf6! gxf6 27.Rg4++-.
If the black king staggers away then a queen check on e7 will mate him in at most three moves.

I don't know what the reader thinks, but I'm always impressed by regrouping moves of this kind. Geller intends a breakthrough with Nf4 and e5-e6 and there is nothing that Black can do about it.
