Black's pieces are active and working together to apply good pressure on the White camp.

The bishop on d3 and the pawn on e4 have already been attacked. So, hanging another piece can be extremely dangerous.

A typical idea to take control over the dark squares. 19.h3 Bxf3 20.Bxf3 Bf8 21.b5 Bb4 22.Re3 Bc5 23.Bxc5 Nxc5 and we have a very clean knight v bad bishop position which is very tough for the defence. Kozul does a good job, but it is almost unheard of to see Beliavsky suffering in this way with White.
