This is an unusual move but it is a minor inconvenience. The queen won't stay on e7 forever, and from there it overprotects the knight on f6 against a possible Bxh6. It was appropriate to step out of the pin on the d-file and in addition the rooks are now connected and the one on e8 can move to the queenside if necessary, or contest the d-file with ...Rd8.
