Paul Keres after winning the legendary AVRO 1938 tournament.
With this victory Keres gained right to challenge Alekhine for the title but WW2 and the Soviet Union ruined everything for him.
Keres won after beating Reuben Fine in Tie-breaks with 8.5/14 (+3 -0 =11).
