Why is Cyclone Tauktae unique?

🌊 Tauktae is the fourth cyclone in consecutive years to have developed in the Arabian Sea, that too in the pre - monsoon period (April to June).

🌊All these cyclones since 2018 have been categorized either "Severe Cyclone 'or above. Once Tauktae makes its landfall, three of these will have hit either the Gujarat or Maharashtra coast.

🌊 After Cyclone Mekanu in 2018, which struck Oman, Cyclone Vayu in 2019 struck Gujarat, followed by Cyclone Nisarga in 2020 that struck Maharashtra. Tauktae has been intensifying very rapidly.

🌊 From a depression formed in the southeast Arabian Sea on May 14 morning, it strengthened into a VSCS by the early hours of May 16. Compared to Tauktae's 2 days, Cyclone Vayu had taken 36 hours to become a VSCS, while Cyclone Mekanu (4 days) and Cyclone Nisarga (5 days) had de-veloped slower. Also, the first cyclones to form in 2020 and 2021 were in the Arabian Sea during the pre-monsoon period, both in the VSCS category.

CYCLONE TAUKTAE (pronounced Tau - Te), classified as a very severe cyclonic storm (VSCS) and developed in the Arabian Sea, is expected to hit southern Gujaraton Tuesday.
In recent years, strong cyclones have been developing in the Arabian Sea more fre quently than earlier.

1. India needs to amplify public spending in Health care from 1% of GDP to 3% of GDP — as per ES2019-20 + same has also envisaged in National Health policy 2017

2. Why India needs to increase public health expenditure ?
Because WHO report says that India has high out-of-pocket expenditure on health as compared to global average.

3. Hence, to tackle the double challenge of increased public spending + maintaining fiscal prudence —> we need additional sources of financing.

4. Solution —> ECO TAX RATE

5. currently, India's approach is command & control towards tackling pollution but eco tax that is in commensuration with social cost arising from the negative externalities is better option.

6. in the end, we can take example from European countries, which shows that this additional tax has no impact on the GD

Context:

Days after China’s census data showed population growth slipping to its slowest rate since the 1950s, the country has announced it will now allow three children per married couple.
