NCTE to Shut Down Bad Colleges :::

Context :::
The National Council for Teacher Education (NCTE) is conducting the first-ever performance appraisals of the 19,000 institutions under its regulation.

Background ::::

The teacher education institutions potentially produce 19 lakh graduates per year.

The 26 Cr. Students of India need only 90 lakh teachers overall, at the recommended teacher-student ratio of 1:27.

If each teacher serves about 30 years, the annual turnover is only about three lakh.

The NCTE is undergoing a re-evaluation of its mission and functioning in its silver jubilee year.

Its original objectives were to craft the syllabus and curriculum of teacher training and regulate institutions under its jurisdiction.

Reasons behind the Move ::::

The procedure is aimed to weed out and shut down poor quality teacher education institutions, which have six times more capacity than needed.

The B.Ed has become a degree for marriage and social status rather than for teaching.

There are simply too many graduates seeking too few jobs.

In addition, there are spurious, fly-by-night institutions and graduates who obtain B.Ed degrees without attending any class and with no intention of ever becoming a teachers.

Even if we close down 10,000 institutions, we would still be oversubscribed by three times.

This oversupply is the main reason for derogation of the teaching profession.

Hence, they get away with paying ₹2,000-3,000 per month for a teacher who is supposed to be a leader, a motivator, a counsellor to a generation of children.

Target ::::

The NCTE hopes to complete its performance appraisal process and weed out the worst institutions before the next academic year.

The Council also plans to start aspirational new initiatives, including 700 model institutions (at least one per district), a new leadership training programme for principals and head teachers and an experimental international teaching qualification.

This would cater to the international school market and also potentially prepare teachers who want to take their skills abroad.

National Council for Teacher Education ::::

The National Policy on Education (NPE), 1986 and the Programme of Action thereunder, envisaged a National Council for Teacher Education with statutory status and necessary resources as a first step for overhauling the system of teacher education.

The NCTE came into existence as a statutory body under the National Council for Teacher Education Act, 1993.

National Educational Alliance for Technology (NEAT) Scheme ::::

Recently, the Ministry of Human Resource Development (MHRD) has announced a new National Educational Alliance for Technology (NEAT) to use technology for better learning outcomes in Higher Education.

The scheme aims to use Artificial Intelligence to make learning more personalized and customized as per the requirements of the learner.

MHRD aims to recognize the development of technologies in Adaptive Learning and bring them under a common platform so that learners can access it easily.

It proposes to create a National Alliance with such technology developing EdTech Companies through a Public-Private Partnership (PPP) model.

MHRD would act as a facilitator to ensure that the Adaptive Learning Solutions are freely available to a large number of economically backward students.

Under the scheme, a National NEAT platform would be created to provide one-stop access to Adaptive Learning Solutions.

EdTech companies would be responsible for developing solutions and manage the registration of learners through the NEAT portal.

NEAT is aimed at taking the concept of Massive Open Online Courses (MOOCS) platform a step ahead.

All India Council for Technical Education (AICTE) would be the implementing agency for the NEAT programme.

It would help to certify maximum students with highly marketable skills and would also improve the employability of students.

All India Council for Technical Education (AICTE) ::::

It was set up in November 1945 as a national-level apex advisory body.

Its purpose was to conduct a survey on the facilities available for technical education and to promote development in the country in a coordinated and integrated manner.

According to the National Policy of Education (1986), AICTE is vested with ::::

1. Statutory authority for planning, formulation, and maintenance of norms & standards,

2. Quality assurance through accreditation,

3. Funding in priority areas, monitoring, and evaluation,

4. Maintaining parity of certification & awards,

5. The management of technical education in the country.

मालवेयर Smominru :::::

मालवेयर (Malware) Smominru को पहली बार वर्ष 2017 में देखा गया था। इसके बाद से यह कंप्यूटरों को बड़े पैमाने पर संक्रमित कर रहा है।

एक नवीन आँकड़े के अनुसार, एक दिन में यह लगभग 4,700 कंप्यूटरों को संक्रमित करता है।

किसको प्रभावित करता है...?

इसने विंडोज़ 7 और विंडोज़ सर्वर 2008 सिस्टम को संक्रमित कर रहा है। इसके अतिरिक्त विंडोज़ सर्वर 2012, विंडोज़ एक्सपी और विंडोज़ सर्वर 2003 भी इससे प्रभावित हो रहे हैं।

इससे प्रभावित सिस्टमों की समस्या दूर करने के बाद भी उनमें इसके लक्षण देखे जा रहे हैं।

कैसे कार्य करता है ::: एक कंप्यूटर में प्रवेश करने के बाद यह एक नया उपयोगकर्त्ता (User) बनाता है, जिसे एडमिन $ (Admin$) कहा जाता है। इसके बाद यह सिस्टम में स्वंय को व्यवस्थित कर दुर्भावनापूर्ण पेलोड (Malicious Payloads) डाउनलोड करना शुरू कर देता है।

उद्देश्य :::

इसका मुख्य उद्देश्य प्रभावित सिस्टम के माध्यम से क्रिप्टोकरेंसी की माइनिंग (Mining) करना है।

यह जासूसी और क्रेडेंशियल चोरी (इसके तहत सिस्टम उपयोगकर्त्ता की पहचान चोरी की जाती है) के लिये उपयोग किये जाने वाले मॉड्यूल का एक सेट भी डाउनलोड करता है।

मालवेयर (Malware) ::::

मालवेयर सॉफ़्टवेयर को जान बूझकर कंप्यूटर, सर्वर, क्लाइंट या कंप्यूटर नेटवर्क को नुकसान पहुँचाने हेतु डिज़ाइन किया जाता है।

मालवेयर लक्षित कंप्यूटर में से स्क्रिप्ट और डेटा इत्यादि को नुकसान पहुँचाता है।
