【截取通訊專員稱違規個案不涉用心不良或濫用】

截取通訊及監察事務專員石輝公布2019年周年報告，表示執法機構一共提出1314宗有關截取的書面申請，獲批准1310宗，而25宗秘密監察的申請全部獲批。

2019年共有16宗涉及違規、異常事件或事故的個案，當中15宗個案的檢討工作已經完成。而在授權的截取及秘密監察行動中，共有316人被捕。

在截聽行動中，170宗新個案涉及法律專業保密權，5宗個案涉及可能取得新聞材料。當中涉及新聞材料的個案，專員證實全部行動都符合規定。

石輝表示，違規個案主要涉及執法人員大意與不小心，看不到有執法人員用心不良或濫用條例。他認為，所有執法機關及其人員都應盡力確保不會再犯類似錯誤，而執法機關人員根據條例進行行動時，在不同階段都應保持警覺，謹慎行事。
