In this report, I show that our WhatsApp group messages and tweets may be under analysis right now by a digital surveillance system built by Brazilian courts, NGOs, and private companies.

I compiled multiple initiatives by the Judiciary and the Lula government to monitor public speech in partnership with NGOs and tech firms. One of them, revealed in Vaza Toga 3, is Palver, a company that claims to monitor more than 100,000 WhatsApp and Telegram groups.

They insist it’s only “public groups.” But look at what their own Instagram says: “Not every conversation is public” and “Some start in the family group.” This contradiction — combined with the fact that Palver’s system operates as a black box — raises serious doubts about the real scope of its surveillance.

Palver worked alongside Brazil’s Superior Electoral Court (TSE) during the 2022 elections to track discussions about printed voting and to monitor criticism of Supreme Court justices, according to messages exchanged with Eduardo Tagliaferro. A kind of premium ego-search operation.

This report is the introduction to a broader investigation showing that this is not just about censorship — it’s about digital surveillance and judicial investigations without oversight.
