Since the covid-19 outbreak began early last year, John Bell, regius professor of medicine at Oxford University, has held high profile roles in the UK governmentโs epidemic response while also working with AstraZeneca on the vaccine.
But both Oxford and the government have refused to disclose Bellโs financial interests after The BMJ filed freedom of information (FOI) requests. More alarmingly, it appears that the government is referring media enquiries about Bell through the Cabinet Office and is scrutinising a reporter for The BMJ as it has other reporters it finds troublesome.1The BMJ has been unable to gain either direct contact with Bell or contact through his employer, Oxford University, despite multiple attempts.
The Daily Mail reported on Bellโs financial ties in September 2020, noting that he had ยฃ773 000 (โฌ893 000; $1.1m) worth of shares in the pharmaceutical company Roche.2 The newspaper published the story after Roche sold the government ยฃ13.5m of antibody tests, which Public Health England later found to be unreliable. Bell had headed the National Covid Testing Scientific Advisory Panel and chaired the governmentโs test approvals group, but he told the Mail that he had no role in the purchase and that he had disclosed to the government โa long list of my interests.โ The government and Oxford Universityโs failure to be open about Bellโs financial ties make it impossible for the public to know what, if any, interests the professor has when influencing key decisions about which of the many covid-19 tests the UK should purchase.
Last November, The BMJ emailed both Oxford University and the Department for Business, Energy, and Industrial Strategy (BEIS) requesting proof that Bell had disclosed his โlong listโ of financial interests, and asked for copies of any forms. BEIS runs the Vaccine Taskforce, which named Bell and AstraZeneca as members. A BEIS spokesperson then contradicted their own press release, telling The BMJ that Bell was a member of the โexpert advisory group to the Vaccine Taskforce, rather than a member of the taskforce itself.โ3 Both BEIS and Oxford University subsequently refused to disclose forms Bell allegedly filled out detailing his financial conflicts.
After these refusals, The BMJ filed FOI requests with both Oxford and BEIS, asking for copies of Bellโs forms. We also requested that BEIS disclose forms signed by other Vaccine Taskforce members. In their response, Oxford again refused to disclose Bellโs financial interests with industry, stating that the university only publishes the financial disclosures of members of council, its governing body, of which Bell is no longer a member.
BEIS also refused to disclose details of Bellโs alleged reporting of financial interests. โMembers had to declare conflicts of interest at the start of meetings in relation to topics to be discussed and we can confirm Sir John Bell did so,โ BEIS replied. The department gave a similar answer to The BMJโs request for financial disclosures by other Vaccine Taskforce members. โWe can confirm that members declared conflicts of interest at the start of meetings in relation to the topics to be discussed.โ

The need for financial transparency to ensure trust in science and medicine has long been recognised, including by Patrick Vallance, the governmentโs chief scientific adviser. While employed at GlaxoSmithKline, Vallance wrote a 2005 commentary for the Lancet, stating, โ[I]nteractions with industry are important for medical advance, but they need to be open and unambiguous, and there is an institutional responsibility to ensure this is the case.โ
Vallance continued, โInferences should be drawn from attempts to hide interactions. These responsibilities are as true for patientsโ organisations as they are for professional bodies and universities.โ4
The BMJโs information requests uncovered several emails showing government officials discussing our original emailed questions. Citing various exemptions to freedom of information, the government heavily redacted these communications. For example, 24 hours after The BMJ requested copies of any financial disclosure signed by Bell and other Vaccine Taskforce members, a BEIS official decided against any disclosure. Emailing his colleagues, he wrote, โOf course, we would not pass them any of the forms.โ
The government heavily redacted the emails and removed officialsโ names; however, one exchange implies that Bell did not fill out any conflict of interest (COI) forms. โJust confirm, there isnโt any written COI from John?โ one official asks. Another official then emails to ensure that the government alerts Bell that The BMJ is asking questions about his financial interests.
In the emails that the government released after The BMJโs FOI request, officials also discuss The BMJโs reporter. One asks if the government might be forced to make the information public through FOI requests: โThis chap seems to have a bee in his bonnet about conflicts of interest more generally too. Could the COI declarations ever be revealed through an FOI?โ

The need for financial transparency to ensure trust in science and medicine has long been recognised, including by Patrick Vallance, the governmentโs chief scientific adviser. While employed at GlaxoSmithKline, Vallance wrote a 2005 commentary for the Lancet, stating, โ[I]nteractions with industry are important for medical advance, but they need to be open and unambiguous, and there is an institutional responsibility to ensure this is the case.โ
Vallance continued, โInferences should be drawn from attempts to hide interactions. These responsibilities are as true for patientsโ organisations as they are for professional bodies and universities.โ4
The BMJโs information requests uncovered several emails showing government officials discussing our original emailed questions. Citing various exemptions to freedom of information, the government heavily redacted these communications. For example, 24 hours after The BMJ requested copies of any financial disclosure signed by Bell and other Vaccine Taskforce members, a BEIS official decided against any disclosure. Emailing his colleagues, he wrote, โOf course, we would not pass them any of the forms.โ
The government heavily redacted the emails and removed officialsโ names; however, one exchange implies that Bell did not fill out any conflict of interest (COI) forms. โJust confirm, there isnโt any written COI from John?โ one official asks. Another official then emails to ensure that the government alerts Bell that The BMJ is asking questions about his financial interests.
In the emails that the government released after The BMJโs FOI request, officials also discuss The BMJโs reporter. One asks if the government might be forced to make the information public through FOI requests: โThis chap seems to have a bee in his bonnet about conflicts of interest more generally too. ROME โ Dozens of Italian teachers called in sick Monday after getting inoculated with the AstraZeneca vaccine against the coronavirus over the weekend in Treviso, northern Italy, local media report.
Students in two area middle schools were sent home an hour earlier than usual due to insufficient teaching staff. At the Duca degli Abruzzi high school, 15 teachers out of 130 were absent, complaining of fever, malaise, and pain in the bones.
In a local primary school, San Domenico Savio, two out of three teachers called in sick with similar complaints of aggravated side effects from the vaccine that had left them incapacitated.
Now there is talk of some schools being forced to close for lack of teachers, the Tribuna di Treviso reports Monday, since โdozens and dozensโ of local teachers find themselves unable to report for work.
The Italian daily Oggi Treviso reported on Sunday that 3,000 teachers had been inoculated on Saturday and another 2,500 were scheduled to receive the vaccine before the end of the weekend. All the teachers inoculated against the coronavirus were under 55 years of age and all received the AstraZeneca vaccine.
The vaccination campaign in Treviso is part of a nationwide program offering free coronavirus shots for Italyโs teachers between the ages of 18 and 55.
Late last week, the Duchess Elisabeth Hospital in Braunschweig, Germany, suspended its AstraZeneca vaccination program until further notice after 37 of its 88 vaccinated employees wound up confined to bed and unable to work because of side effects similar to those complained of in Treviso.
A Swedish region temporarily suspended vaccinations with the AstraZeneca vaccine in mid-February because more people than expected reported suffering from a fever after receiving the shot. Vaccinations with the AstraZeneca coronavirus vaccine were also halted at two locations in Lower Saxony after complaints from clinic employees about side effects.
A recent study found that while the Moderna and Pfizer/Biontech vaccines have an effectiveness of 94 and 95 percent respectively, the effectiveness of AstraZeneca is 76 percent after the first vaccination and up to 82 percent after the second. Other studies have determined its effectiveness at around 70 percent.

ISRAEL, February 25, 2021 (LifeSiteNews) โ In its latest draconian move, supposedly responding to COVID-19 infections, Israel has passed a law which allows the government to share with other authorities, such as local government, the details of people who have not taken a coronavirus vaccine. The law is to โencourageโ vaccination.
On its third reading on Wednesday, the law was passed in Israelโs parliament, the Knesset, by a vote of 30-13. Under the details of the law, the personal information of those who have refused the COVID-19 experimental vaccines would be collected and shared to relevant bodies by the Health Ministry.
The Knesset revealed that: โThe information will be transferred to local authorities subject to an active request and the presentation of a vaccination plan.โ
Continuing, the Knessetโs statement noted that โa body that receives the authorization of the director general of the Ministry of Health will be given the names, ID numbers, addresses and phone numbers of citizens who can get inoculated but have yet to do so.โ
The permission to receive such information, extends to the โlocal Authorities, to the director general of the Ministry of Education and to elements within the Ministry of Labor, Social Affairs and Social Services that operate treatment centers.โ
Presenting the bill MK Haim Katz, of Prime Minister Netanyahuโs Likud party, and the chair of the Labor, Welfare and Health Committee, stated: โThe vaccinations are a must, and this law is meant to increase the number of inoculations among those who are under the impression that they do not need to get vaccinated.โ
Nor does the law merely concern itself with those who have avoided the vaccine, as information about people who have had their first dose, but not returned for their second, is also collated and shared.
Under the prescriptions of the law, it is set to be temporary, lasting for three months, or โuntil the COVID-19-related state of emergency ends.โ The information is also supposed to be โexpungedโ after use, no more than โ60 daysโ after it is received.
Defending the move, the Knesset stated that its purpose was to โencourage people to get vaccinated.โ
It is not currently clear whether the law makes any allowance for those who do not take the experimental vaccines due to health reasons, or moral concerns over the abortion-tainted origins. It is also not clear whether people who took the first dose of the vaccine, but went into anaphylactic shock or had another severe reaction, will under this new law be pressured to nonetheless take the second dose.
