Continuing, Paul related that โfor years Dr. Ralph Baric, a virologist in the U.S., has been collaborating with Dr. Shi Zheng-li of the Wuhan Virology Institute, sharing his discoveries about how to create super viruses. This gain-of-function research has been funded by the NIH (National Institutes of Health); the collaboration between the U.S. and the Wuhan Virology Institute continues.โ
But Fauci denied that the NIAID, a part of the U.S. National Institutes of Health, had indeed funded the collaborative work of Baric and Zheng-li: โSenator Paul, with all due respect, you are entirely, entirely, and completely incorrect.โ
โThe NIH has not ever and does not now fund gain-of-function research in the Wuhan Institute of Virology. Dr. Baric does not do gain-of-function research and if it is, it is according to the guidelines and is being conducted in North Carolina, not in China,โ Fauci claimed.
Pressed on the type of research being carried out by Baric and funded by the taxpayer through the NIH, namely โinserting a bat-virus spike protein โฆ into the SARS viruses,โ Fauci contended that Baric was not carrying out gain-of-function research. Despite Fauciโs protests, 200 scientists signed a statement asserting that his work does qualify as gain-of-function, according to Paul.
โIf you look at the grant and you look at the progress reports, it is not gain-of-function, despite the fact that people tweet that, they write about it,โ Fauci insisted.
However, Paul noted that Zheng-li and Baric โcollaborated on gain-of-function research where they enhanced the SARS virus to infect human airway cells and they did it by merging a new spy protein on it. Wade explained that Zheng-li and her colleagues at the WIV were conducting โgain-of-function experiments designed to make coronaviruses infect human cells โฆ This is exactly the kind of experiment from which a SARS2-like virus could have emerged.โ But the conditions of the labs in which Zheng-li worked were known to be subpar, insofar as safety standards are considered.
LifeSiteNews columnist Steven Mosher wrote in May 2020 that the โhigh containmentโ P4 lab in which Zheng-li was working was not safe enough to offset the lack of training and protocols observed at the WIV to merit certification from the World Health Organization (WHO). For reference, a bio-safety-level 4 (BSL4) lab is considered necessary for containing highly infective diseases in experimentation, such as gain-of-function on coronaviruses. The WIV lab was classified as BSL2, which is roughly equivalent to the โlevel of safety that you would find in a dentist's office in America.โ
Yet the WIV continued to create โnovel chimeric coronaviruses and was assessing their ability to infect human cells and human-ACE2-expressing mice,โ according to Rutgers University molecular biologist Richard H. Ebright.
Wade admitted that due to her records being sealed, โ(it) cannot yet be stated that Shi (Zheng-li) did or did not generate SARS2 in her lab โฆ but it seems she was certainly on the right track to have done so.โ
Following the money trail, however, Wade was able to identify a clear connection between NIAID funding and Zheng-li's super virus experiments.
Fauci, as head of the NIAID, had authorized funding to a group called the EcoHealth Alliance for five years, between 2014 and 2019. The groupโs head, Dr. Peter Daszak, used the money to contract with Zheng-li on gain-of-function experimentation, according to Wadeโs report.
Extracts from the grants demonstrate the precise use of funds by Daszak and the kind of experiments being conducted at the WIV, which Wade summarized as follows:
โDr. Shi set out to create novel coronaviruses with the highest possible infectivity for human cells. Her plan was to take genes that coded for spike proteins possessing a variety of measured affinities for human cells, ranging from high to low. She would insert these spike genes one by one into the backbone of a number of viral genomes (โreverse geneticsโ and โinfectious clone technologyโ), creating a series of chimeric viruses. These chimeric viruses would then be tested for their ability to attack human cell cultures (โin vitroโ) and humanized mice (โin vivoโ). And this information would help predict the likelihood of โspillover,โ the jump of a coronavirus from bats to people.โ
On account of Zheng-li's work, coupled with the conditions at the WIV lab, Wade said the use of federal funds โto farm out high-risk research to unsafe foreign labs using minimal safety precautionsโ was at least โa questionable policy.โ
In fact, federal grants for gain-of-function research had been banned by the government, owing to safety concerns. Wade noted that this moratorium was in place โfor the first three years of the grant to EcoHealth Alliance,โ adding that a loophole had been written into the embargo.
โThe moratorium specifically barred funding any gain-of-function research that increased the pathogenicity of the flu, MERS or SARS viruses. But then a footnote on p. 2 of the moratorium document states that โAn exception from the research pause may be obtained if the head of the USG funding agency determines that the research is urgently necessary to protect the public health or national security.โโ

Auditors found an entire database from a machine deleted, raising concerns

Dominion Voting Systems and Maricopa County officials are refusing to hand over passwords for election machines to auditors in Arizona.
Dominion said in a statement to news outlets on May 13 that it would comply with the audit, but Cyber Ninjas, the firm hired by the Arizona Senate to conduct it along with three other companies, is not accredited by the U.S. Election Assistance Commission.
โReleasing Dominionโs intellectual property to an unaccredited, biased, and plainly unreliable actor such as Cyber Ninjas would be reckless, causing irreparable damage to the commercial interests of the company and the election security interests of the country,โ Dominion said. โNo company should be compelled to participate in such an irresponsible act.โ
Cyber Ninjas did not respond to a request for comment.
Maricopa County officials previously said that they did not have passwords to access administrative functions on Dominion Voting Systems machines that were used to scan ballots during the election, according to the Senateโs audit liaison, former Republican Secretary of State Ken Bennett.
โTheyโve told us that they donโt have that second password, or that theyโve given us all the passwords they have,โ Bennett told One America News at the site of the audit in Phoenix last week.
The county is also withholding routers from auditors, claiming security concerns.
Both routers or router images and access to election machines were part of the materials the state Senate subpoenaed late last year. A judge in February ruled that the subpoenas were valid and should be obeyed.
Arizona Senate President Karen Fann, a Republican, recently threatened to subpoena county officials if they didnโt stop their noncompliance with the subpoenas, but backed off the threat in a letter on May 12.
Instead, she asked Maricopa County Board of Supervisors Chairman Jack Sellers, also a Republican, to cooperate voluntarily by attending an upcoming meeting at the state Capitol to go over the audit issues.
Fann said auditors have found discrepancies in the ballot count, including one batch that was supposed to be 200 but only numbered 165. She also said the audit teams found an entire database directory from an election machine had been deleted, and that the main database for the election management system software was not located anywhere on the machine, suggesting that the main database for all data related to the 2020 election had been removed.
Sellers on Thursday indicated he would not attend the meeting and disputed the allegations.
Deleting files off the server โwould be a crimeโand it is not true,โ he said.
โAfter reviewing the letter with County election and IT experts, I can say that the allegations are false and ill-informed. Moreover, the claim that our employees deleted election files and destroyed evidence is outrageous, completely baseless, and beneath the dignity of the Arizona Senate,โ he added, calling for an immediate retraction of statements senators and their liaison team made on social media and to the press.
The Board of Supervisors, which held a closed-door emergency meeting on Friday, plans on holding a public meeting on Monday to address the matter.
Fann, an Arizona Senate Republican Caucus spokeswoman, and the liaison team did not immediately respond to requests for comment.
Auditors Pack Up as Senate Signs Lease to Extend Audit
Auditors, meanwhile, began packing up on late on May 13 because the audit will take a break due to scheduling conflicts.
The audit has been taking place at the Veterans Memorial Coliseum on the state fairgrounds in Phoenix. High school graduations are scheduled to take place at the building beginning May 15.
Hand counting stopped at 7 p.m. on May 13 and workers began collapsing tables and preparing to move ballots to another location.

About 500,000 of the nearly 2.1 million ballots cast in Maricopa County in the 2020 election have been counted in the audit, according to Bennett.
The Arizona Senate signed an extension to their original agreement that allows auditors to store materials in the Wesley Bolin Building, which is also on the state fairgrounds, from May 12 to May 23.
The approximately 19,000-square foot building has a large open floor plan and two large roll-up doors, according to the Arizona State Fair website.
โDue to temperatures during the summer months, this building is not recommended for use between May through September,โ the site states.
Bennett told The Epoch Times in a previous interview that the materials will be secure and that the site at which theyโll be stored can be tracked online via 24-hour streaming, just like the audit itself.
โThereโs no deadline for the audit,โ Bennett said. โThe goal is not speed; the goal is accuracy and completeness.โ
The audit teams can resume occupancy of the coliseum on May 23 and use it until June 30, according to a copy of the extended agreement obtained by The Epoch Times.
The original scope of work document from Cyber Ninjas said reviewing voter registration and votes case would take approximately 20 days and that work would be conducted remotely. The vote counting phase would take about 20 more days, it said, while the electronic voting system phase would take some 35 days.
But all three of those phases could be carried out simultaneously, according to the firm. An additional week was said to be required after completing everything else to finalize reporting.
The audit started on April 23.

U.S. Centers for Disease Control and Prevention Director (CDC) Director Rochelle Walenksy, after the agency eased its guidance on mask-wearing indoors, said that young children under the age of 12 should still wear masks indoors.
โSo it is very clear that in the context of the last 24 hours, where we have a new vaccine now for 12-to-15-year-olds and now this new guidance being able to unmask if youโre vaccinated,โ she said on PBSโs โNewshourโ on Thursday. โWe do need to update our camp guidance. That is going to be among the first that we are going to be updating.โ
Walensky then said that for โyounger childrenโ who cannot get COVID-19 vaccines โright now,โ the CDC โwould still recommend we treat them as if they are unvaccinated and that they should wear masks.โ
When asked on PBS about whether children should not wear masks outdoors, Walensky appeared to confirm the guidance: โOutdoors, right. So the same strategies really apply.โ
โIf youโre outdoors, if youโre in small gatherings, if youโre mixing with people in your household or another household outdoors, same principles apply, then you could take off your mask in outdoor settings,โ she added. โIf youโre wrestling, if youโre gathered over a soccer ball breathing heavily, lots of kids who you donโt know, we would still recommend masking in those settings.โ
Earlier Thursday, the CDC said that fully vaccinated individuals donโt have to wear masks outside, unless state, local, territorial or tribal government guidance says otherwise. Private businesses can also require masks, the agency said, adding that vaccinated people should still wear masks on buses, trains, airplanes, and other public transportation.
In recent months, criticism has mounted over schools, businesses, and governments requiring small children to wear masks. Michigan issued a mandate requiring children aged 2 to 4 to have masks in public settings like camps, schools, or daycares.
โWhen the pandemic began, the lack of knowledge about COVID-19 justified this behavior,โ wrote City Journalโs John Tierney last month. โThat excuse has vanished. It became clear long ago that the virus is less dangerous to children than the flu, and that keeping schools open poses minimal risk of spreading infections. Yet despite this evidenceโand despite the widespread availability of vaccines to teachers and other adultsโmany schools have yet to reopen full-time, and others are still making students as miserable as possible.โ
Meanwhile, Fox Newsโ Tucker Carlson in late April said forcing children to wear masks outdoors should โbe illegal,โ arguing that it psychologically impacts young children and is tantamount to child abuse.
โYour response when you see children wearing masks as they play should be no different from your response to seeing someone beat a kid at Walmart,โ Carlson said, adding that people should call Child Protective Services. The comment sparked criticism from several Democratic lawmakers.
The CDCโs ease of mask-wearing mandates came in the backdrop of Republican-led states ending their statewide mask orders.

Meanwhile, Fox Newsโ Tucker Carlson in late April said forcing children to wear masks outdoors should โbe illegal,โ arguing that it psychologically impacts young children and is tantamount to child abuse.
โYour response when you see children wearing masks as they play should be no different from your response to seeing someone beat a kid at Walmart,โ Carlson said, adding that people should call Child Protective Services. The comment sparked criticism from several Democratic lawmakers.
The CDCโs ease of mask-wearing mandates came in the backdrop of Republican-led states ending their statewide mask orders.
