Just in relation to the above, Liverpool City Council is a member of https://iclei.org, a non-governmental organisation known as the “International Council of Local Environment Initiatives” which is tasked with carrying out the goals of the UN Agenda 21 (now Agenda 2030) locally. Over 2500 local and regional governments are members. The vision: “building a sustainable urban world for all”.

It is very important to note the goal is the build an “urban” world which fits in with the UN goal of “wilding” - 75% of the earth’s surface to be wilderness with a 25% buffer zone around that before you get to the 25% urban areas where all humans will live. 

It is easy to see that this is organisation provides a way of bringing the global agenda into the local sphere. A quick search will show that Oxford Council is a member as is Bradford, Birmingham and Liverpool. No doubt most other councils will follow suit in time.
