Letter from Pontius Pilate to Tiberius Caesar - or - The Report of Pilate

While there are many letters from Pilate to Tiberius Caesar, some probably forgeries, one in particular stands out for its physical description of Christ. Many claim this letter is genuine, but others reject it. Accompanying its claim of authenticity is that the letter, or at least a translation of the letter, is held Congressional Library in Washington DC. However, according to some websites, their request for a digital copy of the letter has yielded no fruit:

"The Library of Congress has received a number of inquiries over the years about a purported letter from Pontius Pilate to Tiberius Caesar concerning Jesus Christ. The Library does not have such a letter in its collections".

Today I found the letter on the Library of Congress' website, proving it exists. It's within a book entitled "Jesus Before Pilate, a Monograph of the Crucifixion, including the reports, letters and acts of Pontius Pilate concerning the trial and crucifixion of Jesus of Nazareth - Translated from Tischendorf's and other manuscripts" published 1891 by Robert Douglass with introduction and notes by W. O. Clough.
The book is a collection of various biographies of Pilate and his contemporaries, as well as multiple ancient manuscripts translated into English.
On page 150 the letter is located under the title "Report of Pilate (Vatican Manuscript) - The following Report is a translation from a very old Latin manuscript in the Vatican Library, Rome."

On the Library of Congress' website under the book are a couple notes calling the Report of Pilate identical with a "spurious text" first published by W.D. Mahan in 1879 under the title "A Correct Transcript of Pilate's court." Mahan was also involved with translating the Archo Volumes, a highly criticized work even taken to trial in Rome by the Vatican, being charged with forgery. (Funny coming from them, many of their "infallible" councils are completely based on forgeries.) Is the Transcript of Pilates Court a forgery? You be the judge.

Pastor John Robinson was a leading voice for the Pilgrims in Europe, leading them from their home villages to the Dutch town of Leiden, where he helped plan the Mayflower voyage. Before the Pilgrims' voyage from Holland to America in 1620, he applied this verse to the Pilgrims:

Moreover I will appoint a place for my people Israel, and will plant them, that they may dwell in a place of their own, and move no more; neither shall the children of wickedness afflict them any more, as beforetime.
- 2 Samuel 7:10

He then continued his sermon:
“Now as the people of God in old time were called out of Babylon civil, the place of their bodily bondage, and were to come to Jerusalem and there to build The Lord’s Temple…so are the people of God now to go out of Babylon spiritual to a New Jerusalem…and to build themselves as Living Stones into a spiritual house, or Temple, for the Lord to dwell in.”
The Pilgrims knew they were Israel and believed America was a New Jerusalem.

In 1630 Reverend John Cotton preached a sermon called "God's Promise to His Plantation" to a group of Puritans leaving England upon the ship Arabella before their departure to the modern day Salem, Massachusetts.
The sermon was recorded on paper and later sold as an inspirational piece around England. Just like Pastor John Robinson, Rev. Cotton's sermon started with this verse:

Moreover, I will Appoint a Place for my people Israel, and I will PLANT them, that they may dwell in a place of their OWN, and MOVE NO MORE.

In the sermon he exegeted and applied the verse directly to the Puritans.
According to authoritative American historian Samuel Morison,
"Cotton’s sermon was of a nature to inspire these new children of Israel with the belief that they were the Lord’s chosen people; destined, if they kept the covenant with Him, to people and fructify this new Canaan in the western wilderness."
