Nearly 45 million acres of some of America’s wildest national forests could lose a major layer of federal protection.

The Trump administration has formally proposed eliminating the 2001 Roadless Area Conservation Rule, a landmark policy that has restricted new road construction and most timber harvesting across vast stretches of undeveloped national forest land for 25 years.

If finalized, the repeal would remove those nationwide restrictions and return much more decision-making authority to individual national forests. That could create new opportunities for roads, logging and, in some areas, future oil, gas, coal and other mineral development.

The landscapes potentially affected include extraordinary ecosystems stretching from Alaska’s Tongass National Forest to roadless forests across the American West and Appalachia.

The administration argues the change is necessary because the existing rule limits forest managers’ ability to thin vegetation, treat diseased forests and reduce dangerous wildfire fuels. Agriculture Secretary Brooke Rollins says local officials need greater flexibility to actively manage forests and protect nearby communities.

Conservation groups strongly disagree. They warn that additional roads can fragment wildlife habitat, damage watersheds and bring more human activity into remote forests. Roads can also increase opportunities for human-caused wildfire ignition.

There is another important distinction: rescinding the Roadless Rule would not automatically approve logging, roads or drilling across all of these lands. Individual projects would still have to comply with existing forest-management plans and applicable environmental laws. However, the removal of the national rule would eliminate a major regulatory barrier that has protected these areas for decades.

The Forest Service itself acknowledges that the proposal could increase flexibility for road construction, timber management and access for some mineral and energy development.

The proposal is now open for public comment, with submissions due September 21, 2026, before the government decides whether to finalize the repeal.
