Sidestepping the debates for a moment on the negative social outfall of gypsy/traveller culture (from their heightened ingroup behaviour that operates a dual morality - us versus the rest) I have often pondered whether the equality legislation for travellers and consequent council obligations could be leveraged to allow some lower-waged nativist communities to settle particular areas at a much lower cost point than through mortgages etc.

Yes, it would be made harder, but authorities would be wrong-footed if they tried to enforce stricter enforcement for some over others.

As a person who has used 23, it's interesting to know that they provide access to law enforcement to allow police to solve cold case crimes (or even future crimes) as a matter of course. No one really ever reads the masses of small print. Not just to yourself, but to those tangentially related to you which shows where these people are in your family tree.
