Birmingham City Council could not find a home big enough to accommodate all of the family, with the family members split into two temporary houses instead of one.
Centrifugal forces have always pushed marginals out to seaside towns, or stopped their leaving in the first place. The added affront of dumping aliens into these areas of serious existing need reflects the state's view of these areas as being human landfill.
