"Racial disparities exist that we cannot fully explain" because the police refuse to be honest about the causes for higher arrest rates. And making the force an "anti-racism" organisation explicitly makes it a Critical Race Theory organisation, because this theory requires our seeing racism underlying (ie being structural to) everything.
