This looks like a Trojan Horse move. Refugee activists have long been demanding "safe routes". Opening application centres in Europe for asylum in Britain sets a dangerous precedent. When (if) it closes, expect cries of 'racism', 'discriminatory treatment' and 'putting peoples' lives in danger' forcing people into Channel crossings. What happens if the centre is mobbed by Third World applicants from Calais?

On the wheat issue above, there's no post-Brexit end for the farmer gravy train yet and the largest farming interests are campaigning for the right to import cheap foreign workers before they'll accept a reduction in payments for idleness.
